of 1140 reporting, Arnulfo Arias
leads with 28,846 as against Robles
with 27,859. As expected; Galindo
is running a p'Oor third with 10,859.
b. Arias had built up an
early lead but this seems to be
dissipating as the tally progresses
and the rural returns begin to
filter in.
c. It willprobably be several
days before the tally is completed,
but we should have a fairly good
fix on the outcome by nightfall.

3. Cuba-USSR
a. Souvanna's infirm govern-
ment faces trouble from yet another
quarter when the rightist-dominated
National Assembly meets today.
b. Some rightists have been
urging a sweeping cabinet reorgani-
zation on Souvanna, but so far the
cautious premier has been able to
fend them off.
c. All he intends to do at
this time is to replace one dead
and two absent neutralist ministers.
He says he will not make other
changes until he has cleared them
with foreign representatives in
Vientiane and with the Pathet Lao.
d. He is planning another
trip to the Plaine des Jarres for
more talks with Souphannouvong.

a. The Pak regime may have
succeeded in buying at least a
brief period of political quiet
with a new cabinet under Chong
Il-kwon.
b. Chong, one-time ambassador
to the US and foreign minister in
the outgoing cabinet, is a popular
figure in both political and mili-
tary circles. He is no friend
of Kim Chong-pil, and his appoint-
ment may mollify for a time Kim's
many opponents.
c. The new prime minister is
astute and energetic. Ambassador
Berger feels he will be a definite
improvement over his ineffectual
predecessor.
d. If Chong can infuse his
ministers with some of this spirit,
the new cabinet could be more
effective in dealing with the many
problems confronting the Koreans.

A. Cyprus The island was quiet over the weekend.
General Gyani, who was getting a little un-
strung, was able to take a day off Saturday
for the first time in the forty days he has
been on the island. There is little confi-
dence anywhere, however, that the calm can
last.

C. Czechoslovakia President Novotny's posi-
tion, shaky for some time now, may be eroded
even further if the changes in the govermental
setup now being contemplated are put into
effect.

D. Zanzibar Karume, who last week declared that
Western loans and investment were not welcome
on his island, was in Dar-es-Salaam yesterday
where he might get together with Nyerere for
the first time since the stormy cabinet ses-
sion last Monday.

E. West Germany Chancellor Erhard has
put aside any idea of a mission to Moscow for
the time being. He is, however, toying with
the idea of sending a Bundestag delegation there
this summer.
