2. Argentina
a. Following what appears to
have been an outbreak of fighting
in the Plaine des Jarres Kong Le
and the Pathet Lao have worked out
a cease-fire there which is to o
into effect tomorrow.
c. Cease-fire pledges have
never been firmly honored in Laos,
but Ambassador Unger is using this
development to help argue for get-
ting an ICC team into the Plaine
des Jarres.
The navy rebellion has been re-
cessed while truce talks get underway.
The navy insists the cease-fire does
not mean "unconditional" surrender.
?It does not have the upper hand, but
retains the threat to bombard Buenos
Aires which hastened Peron's departure
in 1955.

d. The Nikolaevsk was seen de-
parting yesterday morning with about
250 persons, probably Russian, on
deck. The Mikhail Kalinin arrived
yesterday and is due to leave today.
We have no passenger information
yet.

a. The Soviets are making
Communist Bloc very good headway in Somalia.
b. A number of projects under
commitments totalling some $57 mil-
lion, are in full swing. At least
100 Soviet technicians are there now

and come out in favor of "Greater
Somalia."

yesterday he would make a token
withdrawal of a company or two when
Faysal agrees to cease supporting
the royalists. This would be fol-
lowed by more substantial withdrawals

NOTES
A. Brazil A Brazilian paper close to Goulart's admin-
istration reports that Goulart is thinking of author-
izing a central organization to consolidate and to
direct all of Brazil's labor organizations. Commu-
nists now control three of the five major labor con-
federations in Brazil, and would be likely to domin-
ate any consolidated agency. Communists would also
be in .a stronger position to influence the organiza-
tion of rural labor, now in its initial stages.
B. Venezuela Another series of terrorist attacks is
planned for early this month in Venezuela by the
Communist controlled Armed Forces of National Libera-
tion.

D. Berlin Plans are for the private British plane to
be flown back out of Berlin tomorrow. The British,
having had their protest rejected by the Soviets in
the Berlin Air Safety Center, plan to take the mat-
ter up at a government level in Moscow or London in
order to assure its safe removal.
E. Syria-UAR The situation has simmered down a bit in

/The regime now may be able to stick to its guns
when "unity" talks get underway again on Saturday in
Cairo.
F. USSR The shakeup in the Soviet high command has
affected Admiral N. I. Vinogradov, one of Zakharov's
deputies, as well. Vinogradov has been dropped to
a relatively minor job as chief of naval training
institutions.
H. South Korea The civilian opposition has proposed
an agreement under which Pak's referendum scheme would
be withdrawn and civilian rule would be returned to
South Korea no later than the end of December this
year. Pak is engaged in smoking out US reaction to
various modifications of his original plan. While
Pak and the civilians are still far apart, the pros-
pects for a paper agreement are improving.
