f. Greek and Turkish military
activity was normal yesterday. There
is still no sign of Soviet military
moves to bring pressure on the Turks.
2. South Vietnam - a. Viet Cong terrorism against
US Americans, on the rise since the
Khanh coup, is continuing.
b. A Viet Cong statement on
Tuesday warned foreign nationals and
South Vietnamese, including govern-
ment forces, to avoid contact with
Americans. Restaurants, clubs, and
other places frequented by US troops
are especially to be avoided.
c. In two recent incidents,
Vietnamese appear to have been fore-
warned and have stayed away from
the areas involved without saying
anything to their American neighbors.
d. In the north, Communist
propaganda is concentrating on anti-
American themes.

a. Yesterday's shot from
Tyuratam to the Klyuchi impact area
was the third successful firing in
a new Soviet ICBM development pro-
gram begun last December.
b. We still are not certain
whether the new vehicle is a com-
pletely new missile or an exten-
sively modified SS-7, the workhorse
of the Soviet missile stable.
a. The border fighting is
Somalia dying down after
the
Sunday cease-,fire.
b. ?There is a good chance that
large-scale clashes will be avoided
at least until after the African
foreign ministers' conference in
Lagos next week.

6. Zanzibar
c. Prospects are not bright
for long-term stability. Somali
authorities show no ability to con-
trol Somali tribesmen whose depre-
dations in the Ogaden so infuriate
the Ethiopians.
a. The sole remaining US
official will be leaving Zanzibar
today. He was ordered off the
island, along with the British
High Commissioner, because of the
US-UK failure to recognize the
Karume regime.
b. Ambassador Leonhart flew
to Zanzibar early this morning.
He found Karume pleasant but in-
flexible.

c. On the heels of his declared
intentions to expel these Western
representatives, Foreign Minister.
Babu announced that Peiping had given
Zanzibar some $500,000. More aid
would be coming, he said, and Zanzi-
bar will become "not only the Cuba,
but also the paradise of Africa."
a. It now seems that Mba has
indeed been put back in the presi-
dential chair by French arms.
b. The government-controlled
Libreville radio this morning carried
a recorded speech by Mba in which he
asserted that the self-styled pro-
visional government had disappeared
and its leaders were under detention.
c. The French decision to inter-
vene in this case, after letting two
similar upheavals go by last year, was
probably based on economic interests
in Gabon arid on Mba's relationship
with De Gaulle.

NOTES
A. Congo There is a chance that the anti-Adoula in-
fection, which is already seeping out of Mulele's
Kwilu Province, may shortly erupt in the eastern
Congo province of Kivu. Leftist tracts calling on
Congolese troops to revolt have appeared on the
streets of the capital. Some of these have an
anti-American slant.
B. Bolivia Paz, already buffeted from right and left,
must now somehow mollify his cabinet which is in
an ugly mood over the machinations of Minister of
Government Julio. Although Paz still seems master
of the situation, Julio is having some success in
using his post to expand his influence in rural
areas.
C. Greece The palace has drafted a decree appointing
23-year-old Crown Prince Constantine regent. The
reason given is that King Paul may need an opera-
tion for stomach ulcers.
