Rockets
a. Egypt's "new" two-stage
rocket, displayed in Tuesday's pa-
rade in Cairo, appears to be a com-
bination of two rockets shown last
year.
b. It seems virtually worth-
less as a military weapon. If used
as a surface-to-surface missile it
might have a range of about 800
nautical miles, but with a small
payload. It has no guidance system.

c. Egyptian press claims that
this vehicle has been fired several
times strike us as very dubious.
a. Britain has offered to "dis-
cuss" Somali territorial claims in
Kenya with the two disputants
b.
If Somalia accepts the
offer it will at least demand a
plebiscite for the area in dispute.
c. Kenya's new African govern-
ment, feeling its oats with its new
defensive alliance with Ethiopia,
is in no mood to give up any terri-
tory now, or after independence in
December.

NOTES
E. Western Europe Since the exception made for Canada,
the proposed tax on foreign security purchases has
been getting an even cooler reception in Europe.
Critics doubt that it will ease our balance-of-pay-
ments problem, and claim its enforcement would "in-
evitably" require exchange controls.
