1. France - Communist China Couve de Murville told
Ambassador Bohlen yesterday that a decision had been
made "in principle" to recognize Communist China.
Timing and conditions have not been set. Bohlen
also reports word from the French that Chou En-lai
and Chen Yi have rented a bungalow near Geneva for
an unspecified date. This could mean nothing more
than a short rest on their current travels.
2. Cambodia-US-France /
/Our Embassy in Phnom Penh reports that
French military assistance offered Cambodia by De-
fense Minister Messmer early this week is apparently
a one-shot deal, not a continuing commitment. It
will, however, have considerable impact on Sihanouk.
3. Indonesia-US Sukarno will very likely come to New
York in April to open Indonesia's World's Fair exhibit.
He will probably want to come to Washington too.

. Japan-China Taipei says it is closing down its
embassy in Tokyo because the Japanese have allowed
a one-time Communist Chinese defector to return to
the mainland. Consular and trade relations remain
intact.
6. Afro-Asian conferences Sukarno is attempting to
drum up a second Bandung conference (the first was
in 1955) and wants a preparatory meeting next month

The succession issue is still
unresolved, but we think 59-year-old Congress Party
wheelhorse Lal Bahadur Shastri is the most likely
candidate.
8. Cyprus Barricades are coming down and freedom of
movement is gradually being restored as tensions re-
lax somewhat. Even so, Turkish Cypriots are staying
to themselves under administrative and security ar-
rangements which in effect make them a state within
a state. They do not want a return to the status
quo ante, but some form of administrative separation.
The conference of British, Turkish, and Greek foreign
ministers plus leaders of the two Cypriot factions
opens in London next Wednesday, following a meeting
on Monday of the three foreign ministers alone.

Arab Summit Nasir's Arab summit conference opens
in Cairo on Monday. We
believe Egypt wants to prevent any dangerous
unilateral Syrian reaction to Israel's Jordan River
water project. The meeting, Nasir says, has long
been scheduled, but had to be postponed until the
Baathist7hold in both Iraa and Syria was weakpnpd

Mrhard still beaming with satisfaction at the Texas
meeting..."it was not only a good meeting. It was
a real pleasure."

13. OAS Report on Cuban arms
the special OAS commission investigating Cuban arms
in Venezuela,
the rough draft of the commission's report
affirms that the arms in question had, in fact, come
from Cuba; that they were prob.. ub-
versive purposes in Venezuela;
14. Cuba-USSR
Cuban pilots returned to Havana last month after
finishing MIG-21 training in the USSR. Also some
350 Cuban military trainees in missile and radar work
(probably for the SAMs) have just returned. Most
Cuban training on Soviet equipment takes place in
Cuba.

West Indies Summit At the West Indies "summit"
next week Trinidad's Williams: and Jamaica's Busta-
mente hope to swerve British Guiana's Jagan from
his pro-Communist course. Williams will propose a
West Indies economic association at this meeting and
may try to bring Jagan around by threatening to ex-
clude him.
Mexico-USSR
President Mateos will probably visit the USSR before
his term expires at the end of this year.
State-of-the-Union message The State-of-the-Union
message was promptly reported in summary form by
Soviet and East EuroDean media
References to curtailment
of plutonium production and closing nonessential
military installations were included, but the call
on our adversaries to do the same was omitted.

? A Havana commentator, noting a general lack of
bellicosity, called it "frankly encouraging" that.
the speech seems to follow the policy outlined by '
President Kennedy at American University; but .he said,
it also showed noevidencelthat there., exists an: "ade-
quate understanding" of Latin American problems
and still contained "calumnious words" for Cuba.
West European commentaries generally stress
the continuity of policies and similarity in objec-
tives between the Kennedy and Johnson administra-
tions: ..."a passionate appeal for completion of
the Kennedy program...." "...The message deserves
the confidence not only of the Americans but also of
their allies, whom it was also directed...." A num-
ber went on to note that the budget cuts clearly
bore President Johnson's own stamp.
