The cease-fire is still not being fully honored. Barrientos' politicking is causing a good deal of concern on the part of the civilians in the government despite Barrientos' statement last week that he will not run for the presidency. South Vietnam Saigon was quiet today after yes- terday's demonstrations were put down 10. Panama by the police and military. A few bands of potential troublemakers were milling about the streets this evening, however, and Huong has called out his security forces to guard against a new outburst. The Buddhists have protested against government brutality and may react further. Antigovernment riots in Panama City today were broken up by the national guard, but we expect further trouble tonight or tomorrow. The situation is reviewed in Annex 3. A year later, the submarine was in a relatively advanced state of construction. It was launched this summer, and by September had been moved to a nearby fitting- out pier. On orders from the President, the guard used tear gas and gun fire to disperse some 2,000 street rioters this afternoon. Two were killed and a num- ber wounded. We expect further trouble this evening, after the special session of the National Assembly breaks up. Students and trade union meetings have been called for this evening,and Communist agitators will be there in force. The feud between former Canal negotiator Illueca and Foreign Minister Eleta has added fuel to the fires. Extremists, who have been active in fanning these flames, are now taking dead aim at the Robles government. So far the demonstrations have not taken a' marked anti-American turn.
