1. North Vietnam - a. The military situation
Communist China has changed little.
d. On 10 August, Peiping
broadcast a Cambodian press article
entitled "Soviet Paper Tiger,"
claiming that capitulation by
Moscow had removed all restraints
on the US.

2. Cyprus
a. After a pause for a few
hours yesterday and last night,
Turkish reconnaissance flights
seem to have been resumed.
b. A UN official in Nicosia
says one jet overflew northwestern
Cyprus this morning, without firing.
Yesterday's Security Council resolu-
tion asked that such flights be
stopped.
c. Turkey apparently wants
to see if anything is being done
about withdrawing Greek Cypriot
.forces from the Kokkina-Mansoura
:area. Makarios still refuses to
give up an inch.

3. Congo
f. The Greek Government's dis-
enchantment with the archbishop
has now become public. Athens is
supposed to be looking fora way
to oust him, but this will be
easier said than done.
a. The military situation in
the eastern Congo continues to
deteriorate.
b. Rebels were reported less
than 35 miles from Bukavu yesterday.
Congolese Army forces
have been sent to meet them,
results as yet unknown.

c. The UN is to fly a medical
supply plane into Stanleyville
tomorrow and may evacuate US con-
sular personnel from the city.

are convinced the government has
only about two more weeks to halt

over Minh's job as chief of state,
sending the latter off as ambas-
sador to London. Khanh will prob-
ably remain premier as well.

Vu Van Mau would become vice pre-
miers for military and civil
affairs, respectively.
d. The reorganization, if it
comes off, will probably ease
Khanh's work load.
e. He could also follow up
his recent emergency decrees with
other changes he has been contem-
plating--canceling elections,
writing a provisional constitution,
and later creating a pliant 'national
assembly. These moves, however,
would be an invitation to serious,
new opposition.
a. Operation Triangle's mop-
ping up operations continue, with
no signs yet of Pathet Lao prepara-
tions to counterattack.
Souphannouvong will not go to a
tripartite meeting until 15 Septem-
ber.

might mean Souphannouvong has some-
thing up his sleeve. A Pathet Lao
military move to improve the Com-
munist bargaining position before
the meeting is a possibility.

NOTES
A. Haiti rebels have reached Haiti
from the Dominican Republic
. Bolivia Another police patrol has been
ambushed in eastern Bolivia by guerrillas,
presumably the same band that wounded a US
official on 2 August. The group appears to
be composed of both Communists and rightists,
mutually intent on exploiting peasant discon-
tent over the Paz regime's handling of local
land disputes
C. Indonesia - South Vietnam The Indonesians
guessed wrong on the South Vietnamese reaction
to Djakarta's raising its Hanoi consulate to
an embassy. The Khanh government has asked
Indonesian consulate personnel to leave Saigon,
and the South Vietnamese consulate in Djakarta
is "closed to business."
D. India-USSR The Indians intend to ask Moscow
for more MIG-21s
Tne new order is intended to fill
the gap until domestic production of MIGs is
under way.

E. US-Indonesia Our Consulate in Medan, in
northern Sumatra, was expecting trouble this
morning.
a possibly violent demonstration against the
US today by members of the Indonesian Communist
Party.
G. Cuba The Castro regime appears to have taken
TiTafher page from the Soviet book. Former
Minister of Economy Regino Boti--recently re-
placed by President,Dorticos--has been given
a milk products plant to manage in Oriente
Province.
