King Constantine now seems intent on exerting whatever influence he can toward moderation. Silting is beginning to make it difficult for large ships to get into Haiphong harbor. At least four ships have been held up for many days during the past six weeks while waiting for the needed extra high tide. The problem will become worse with the coming mon- soon season unless dredging begins soon. Dominican Republic The United States Intelligence Board has just approved a new Estimate on the Dominican Republic. The principal con- clusions are: 6. Japan --President Balaguer will probably be able to retain power for at least the next year or so. --The military leaders still regard themselves as the final political arbiters, but will probably hold together behind the President. --Leftist extremists are squabbling among themselves and are likely to remain in disarray for some time.
