Borneo
small-scale buildup and improvement
of military facilities in Indonesian
military command areas adjoining
Sarawak and British North Borneo.
b. Several companies of Indo-
nesian Borneo commandos detailed to
the New Guinea operation are being
recalled (six army battalions are
already based in Borneo).
c. Several small airfields
capable of handling C-47's and light
aircraft are being rehabilitated
and preparations are afoot for ;bor-
der air patrols by TU-l6 jet medium
bombers based outside Borneo.

4. Togo
a. President Grunitsky is only
too aware of the shaky status of his
regime. Thursday he told
that if general recogni-
tion of the regime were delayed much
longer, he would just "take off" for
Dahomey. This would leave Antoine
Meatchi in charge--and open the door
wider to Nkrumah.
b. Only Ghana and Senegal have
thus far announced unqualified re-
cognition. Dahomey announced de
facto recognition but subsequently
began to explain this away to other
African states as meaningless.
Further African recognition will
probably depend. on the investigation
of the situation in Togo called, for
by the conference of moderate African
states last week in Lagos, Nigeria.

5. Saudi Arabia- a. The war of words shows
UAR signs of escalation at the same
time that there are signs of pro-
gress toward a UN role in the Yemen
affair.
6. Congo
b. Faysal has taken to the
stump--a technique new to him--in
an effort to stir up popular resent-
ment against Nasir and support for
his own policy toward Yemen. Last
week he addressed rallies in Riyadh,
Jidda, and Mecca, levying bitter
charges against Nasir and Egypt.
c. Nasir is bound to reply in
kind.
a. Adoula's representatives
in Katanga are moving as fast as
they can toward integration of Ka-
tanga; they are not stressing the
U Thant plan, feeling it to be "some-
what overtaken by events." All this
tends to erode Tshombe's position
and it has him worried.
b. Tshombe is concerned on
another score as well: he has told
UN officials that ex-mercenaries are
planning to kill three of his minis-
ters.

c. On Sunday the small Congo-
lese army contingent in Elisabeth
yule began mixed patrols with the
UN. General Mobutu is seeking to
send Congolese troops to other Ka-
tanga centers ,but the UN is resist-
ing. It has in mind the possible
consequences among both local Afri-
cans and Europeans of the too early
appearance of these relatively un-
disciplined troops.
