Both vehicles, Vostok III and IV,
appear to be still in orbit and the
likelihood now is that there will be
no attempt to recover either before
tomorrow morning, at the earliest.
There were,lhowever, indications
(e.g., a flight ban in the probable
recovery area) that the Soviets were
ready, if necessary, to de-orbit
Vostok III at the end of its 49th
orbit at about 0500 this morning.

The East German regime has added
meat to the list of foodstuffs on
which it has established purchase
controls. The system in effect,
which was earlier applied to butter
and potatoes, is not full-scale
rationing, but the party and security
apparatuses are keeping a watchful
eye on the reaction of a population
which seems to be expecting even
tighter restrictions. The public's
uncertainty is making it easy prey
to rumors of strikes and threats 0i5?X1
strikes at East German industrial
installations, which!

NOTES
The Dutch, in a communique issued in Hollandia last night,
allege that several hundred Indonesian paratroops were
dropped into West New Guinea yesterday. We cannot testify
to the accuracy of the figure, but there are reflections
that a number of transports,
which may have been used in the operation, were on the move
yesterday.
B. The Argentine military seem to be settling down but the
reverberations of the crisis are now hitting President
Guido's cabinet. The Defense and Interior ministers have
offered their resignations and there are press reports
that others will follow.
C. Ecuador's rightist parties, who won control of the Chamber
of Deputies when it convened late last week, have set out
to engineer the removal of Vice President Varea. With
their own man in Varea's seat, the stage would be set for
a move to oust President Arosemena.

Brazilian Foreign Minister Arinos tried to enlist U Thant's
support for the idea that political strings could be
eliminated from US aid programs, such as the Alliance for
Progress, if they were funneled through the UN's multi-
lateral channels. U Thant said
that aid had been linked to political aims since the time
of the Greeks and he thought it would remain that way
indefinitely.
