Rodriguez, faced by bitter opposition
at home and abroad, already was beginning
to cave in when a counter-coup was
launched against him by Minister of the
Interior Hermida. All the pieces are
apparently back in place, except that
Bonnelly has replaced Balaguer and
Rodriguez is in jail. Hill reports
a wild popular demonstration in the
streets building up, with much spon4
taneous celebratory gunfire by military
patrols. This could get out of hand
during the day.

a. At their meeting yesterday the
Princes accepted the draft agreements on
Laos prepared by the Geneva Conference, 50X1
but apparently did not discuss formation
of a coalition government.
a further meeting is scheduled for 50X1
this morning.
b. Government aircraft in Laos on
Wednesday flew their first bombing
mission ever. Since the Lao authorities
tried to conceal the operation from
American officials, our Embassy does
not know if it was a training mission
or a strike against the enemy; it notes
that the bombs were not provided by
MAAG, and hence probably came from
the Thais. We have not noted any Com4;

3. India and Pakistan Ayub replies that he wants to see what
noncommittal on Presi- Nehru say before he accepts; he refuses

NOTES
A. Iraq has threatened to expel the British Ambassador in Baghdad
if the UK does not downgrade its Embassy in Kuwait. The same
tactic may be tried with the US.
B. Venezuelan army garrisons have been quietly alerted this week
to the danger of "small scale subversive activities of a military
nature" presumably in connection with the split in Betancourt's
party. 50X1
C. Nepali exiles hope to exploit a near panic in Nepal caused by
Hindu astrologers' predictions of a "catastrophe" early in
February, by setting in motion an armed uprising against the
King.
LATE NOTE
Jones reports Sukarno and Subandrio have cooled off a bit and
are in a more receptive mood for negotiations. He points out, however,
that there is great popular pressure for retaliation, which can be
avoided only if agreement with the Dutch is achieved very soon.
