Vietnam 2. USSR ?3. Cyprus There have been no reports of sig- nificant changes in the Chinese Commu- nist or North Vietnamese military pos- ture since the publication of this morn- ing's Brief. Some of the North Vietnamese ground units in the Vietnam-Laos area which have been on radio silence since 7 Feb- ruary--those in southern North Vietnam itself--have now resumed communications. There is still insufficient data to ex- plain the reason for this widespread radio silence. In Saigon, the Armed Forces Coun- cil appears to be moving closer toward naming a new mixed civilian-military government, but still seems to be hav- ing trouble in settling on a new pre- mier satisfactory to the principal fac- tions. Preparations are apparently under way for a major space operation in the next few days. A new crisis may be building over Makarios' refusal last week to approve the rotation late this month of some of the 650 Turkish troops on Cyprus. Ma- karios claims that the 1960 London-Zurich agreement providing for the stationing of foreign troops on the island is now dead.
