Laos a. The Polish member seems to have maneuvered the ICC into includ- ing an inspection of Air America in a package inspection proposal which would go to the Laotian government for concurrence. The Indian chair- man--"with tears in his eyes"--told Ambassador Unger on Saturday that withdrawing Air America from the package could well lead to the break- up of the ICC. Iraq a. The new regime is in con- trol and is talking of an early re- turn to civilian government. Gun- fire, however, continues. b. The government is dominated ? by the socialist Baath Party. Five cabinet members were educated in American universities and one in London. The defense minister was military attache in Washington in 1957-58. c. The cabinet includes several Kurds, and Mulla Mustafa Al-Barzani has chimed in *ith a message of sup- port. A greater measure of Kurdish autonomy may be in sight and with it the end of the Kurdish rebellion. Baghdad has ordered the release from prison of "Kurdish detainees" along with all other "non-Communist" de- tainees. d. Communist demonstrations have so far been crushed by the militaryf e. On Sunday the US Embassy in Baghdad, in reporting that the city was relatively calm except for sporadic shooting during the roundup of Communists, noted that "Communist embassies are evidently frightened, with women and children concentrated in the compounds." g. Arab countries have raced to recognize the government. Iraq's neighbors are nonetheless still ex- tremely nervous over possible reper- cussions on their own internal se- curity and their forces are still alerted. Hussein is concerned over Cairo's "Voice of the Arab Nation" broadcasts calling for revolts in Jordan and Syria and there have been further pro-Nasir demonstrations in Syria, where the situation has been restless for some weeks. USSR - Communist China Yesterday Pravda wound up a one and one half page article by saying that if "some party" (i.e., China) "displays an interest in a bilateral meeting, our party is ready" for it "at any level and at any time:" We see this as yet another Moscow maneuver to place the blame on Peiping for the dispute and to paint itself as the champion of unity. The balance of the article indicated no change in the dispute. Congo Some of those missing Bank of Katanga funds may bein Angola. Several mercenary pilots interned there have been "singing" to the US Consulate General. They say that "one Sunday morning" (presumably re- cently) one of Tshombe's DC-3s in Angola flew into Katanga and returned with "57 boxes" of gold. It is now being held in Luanda--presumably by the Portuguese. LATE NOTE Iraq Press reports of -healiy- fighting in Basra -575Far to originate from sources in Iran.
