1. Turkey
a. Last night's unsuccessful
coup was the second in the past fif-
teen months by Colonel Talat Aydemir
and the officers of the Military
Academy.
b. With some help from armored
units, the rebels managed at mid-
night to occupy the Ankara and Istan-
bul radio stations and a number of
government buildings in the capital.
By dawn, however, all major military
commands had declared their loyalty
to the government.
c. The air force, ignoring an
admonition from the General Staff
against extreme actionIfinished the
coup off by bombing and strafing
the academy and General Staff build-
ings where the rebels had holed out.
Many casualties have been reported.
d. Ankara and Istanbul are
now under martial law and the rest
of the country is apparently quiet.
Fragments of rebel forces are being
hunted out, but Aydemir is reported
to have escaped.

2. Haiti
e. The affair, like its prede-
cessor, is symptomatic of deep-seated
dissatisfaction throughout the Turk-
ish military establishment.
f. Senior officers, who have
felt that Inonu is "too old and too
soft" toward his opposition, have
been plotting a coup themselves.
Junior officers are disgusted both
with the government and with their
superiors. Inter-service squabbles
are likely to be aggravated by the
air force's action last night.

c. Several grenades were ex-
ploded in the capital last night.
Although the action was apparently
directed against back country pea-
sants being housed in schools,
streets near the palace have been
blocked off as a pretautionary move.

3. Cuba
a. Recent Cuban refugees re-
port "strong rumors" in Havana that
Mikoyan is in Cuba. We can not con-
firm this, but are checking further.
b. ?Mikoyan has not been seen
in the USSR since 2 May, when Castro
called on him at home. We have as-
sumed he is ill.
c. Another interesting coinci-
dence is the special out-of-schedule
TU-114 flight from Moscow to Havana
on 8 May. No ready explanation for
this flight has cropped up.
d. For the second week run-
ning, Havana has dispensed with its
usual incitements to hemisphere re-
volt and subversion. Coverage has
stressed US racial riots, but gener-
ally there has been a somewhat more
conciliatory tone.
e. A Prensa Latina dispatch
on 13 May, attributed to a Washing-
ton correspondent, noted "For the
first time since he became President,
Kennedy did not refer to Cuba in his
weekly appearance before the press...
Meanwhile, even the worst enemies
of the Cuban revolutionary govern-
ment in Washington are beginning to

radio repeated this comment and
added "There are those in the US
who believe that by negotiating and
accepting the Cuban government's
conditions they may be able to re-
cover something, and something is
better than nothing. After all, busi-

5. Yemen
a. Cuba has decided to open a
diplomatic mission in Albania, nearly
two and a half years after relations
were formally established and a year
and half after the arrival in Havana
of the resident Albanian ambassador.
b. The first secretary of the
Cuban embassy in Rabat has been named
Cuban charge d'affaires to Tirana.
c. The move
may be an attempt by
Castro to show his "neutrality" in
the Sino-Soviet dispute despite his
triumphal tour of the USSR. It will
not sit well in Moscow.
a. The character of the ?fight-
ing in Yemen. has remained largely
unchanged in recent weeks.
b, Egyptian air strikes within
Yemen were recently hampered by
weather but are now being maintained
Royalist tribesmen, for their part
continue to put up stiff resistance.

in tempo. So, too, have Communist
charges that the situation is becom-
ing dangerous and can only be reversed
"if the US-Phoumist aggressors are
immediately checked."
d. Thus the stage has been set
for another Communist move forward,
in retaliation for the attack on
Xieng Khouang.
a. A top Ecuadoran Communist,
Jose Maria Roura, was arrested at
Quito airport Sunday on his arrival
from London
. He was carrying :
documents and
a plan for terrorist activities in
Ecuador, and some fifty US $500
bills.
c. The plan for subversion is
part of an overall plan
drafted by Che Guevara for terrorism
in five Latin American countries.
