aircraft from Cuba. We do not
take this to mean that TL-28s will

3. Congo,
a. Adoula survived the censure
motion yesterday, as the opposition
filed to get the needed two thirds vote
(47 votes for Adoula, 50 against).
b. His hold on things is shaky,
though, and not likely to sustain
him long.
c. Many deputies who sided with
the government did so on the under-
standing that a substantial reshuffle
of the cabinet will follow. They may
not be satisfied with what changes
are made, and their continued loyalty
is doubtful.
d. Many others sided with the
government only because they were
convinced of the
need to avoid the troubles which
might follow should the government
fall.

e. Tshombe reacted bitterly to
McGhee's letters. He exhibited no
give or inclination to move forward,
confining himself to intemperate
comments about the US, its policy,
and its friends. He could not
accept "ultimatums", adding that
Americans wished to kill Katangans--
"let them, but they would inherit
?a desert."
f. Ambassador Gullion seconds
the view of Stevenson, Spaak, and
others that payments by Union Minibre
to Leopoldville will, of itself, do
nothing to advance political and
military integration.
a. Our military attache in
Jidda believes a royalist offensive
may get under way shortly and that
the present period of relative calm
is being used to build up substantial
stocks in the border ?area.
b. Cairo saw the light and
accepted (almost verbatim) our
suggestions concerning its with-
drawal declaration. One can be sure,
however, that, when- issued, it will
be accompanied by heavy propaganda
for home consumption.

NOTES
A. Bulgaria New Bulgarian Premier. Zhivkov, in talks with
our minister, stressed Bulgaria's desire to improve re-
lations with the US. He indicated Bulgaria'sreadluess
to settle the problem of claims, which, he said, would
be a small price to pay should this help improve eco-
nomic and political climate.
B. USSR Indications are that another space event will oc-
cur shortly, probably another in the recoverable, not
manned Cosmos series.
