US aircraft aloft in the Vietnam
area to monitor Communist radar signals
during yesterday's unsuccessful armed
hunt for missile sites have detected what
may be signals from radars serving ad-
ditional surface-to-air missile sites.
One candidate is between Hanoi and
Haiphong, about 22 miles southeast of
Hanoi. Another is in the coastal area
about 50 miles south of Haiphong.
Also being studied are signals
described as possibly those associated with
a radar known to serve coastal defense
cruise missiles. These emanated from the
coast of southern North Vietnam.
Chinese Communist military communica-
tions are still being monitored from
northeast North Vietnam. Their pattern to
date, however, continues to suggest the
elements involved are there in a military
logistics support role and provides no
evidence of the presence of combat troops.

On the political front, there are
continuing signs that Papandreou's sup-
port in the Center Union Party, is slipping.

The OAS Committee plans to make a
more determined effort today to get
Caamano and his group to sign the Act.
The Committee, in particular, will try
to persuade Caamano to let the Provision-
al President handle the military leader-
ship problem after the new government
is installed.
Garcia Godoy, meanwhile, is still
balking at assuming the presidency with-
out approval from the rebels, or at
least from the Bosch faction. Bosch
is standing squarely behind Caamano at
this point.
Garcia, however, has come up with
his own idea for a solution. He pro-
poses to tell the rebels that he intends
to retire General Wessin and name a
civilian defense minister as soon as the
new team takes over. Garcia is probably
overly optimistic, but he believes that
assurances of this kind might bring
Caamano around.
The Soviets announced today that
their probe, Zond-3, photographed the
moon on 20 July. They claim that some
of the pictures showed areas of the far
side not photographed by Lunik-3 in 1959.
Zond-3 was launched on 18 July. At
that time, Moscow said that space investi-
gations would be undertaken, but there
was no mention that a photographic mis-
sion was involved.

that the Soviets say that they will pub-
lish the pictures, tends to confirm that
moon photography was indeed accomplished.
There is a good chance that Moscow
will issue the pictures on Tuesday or
Wednesday in an effort to upstage the
Gemini flight scheduled for Thursday.

India charged today that Pakistan
has made new attempts to infiltrate
guerrillas across the border and that
fighting has broken out again. These
reports are unconfirmed, but the clan-
destine Pakistani radio, "Voice of
Kashmir," claims that military successes
are continuing.
