Although Secretary McNamara's
speech on antiballistic missiles is now
two weeks old, Moscow has not yet de-
veloped a public line on the issue.
About all Pravda will say is that the
ABM decisiT)E-Tg-an "attempt by US mili-
tarists to intensify the new atomic arms
race on the pretext of creating an al-
leged limited ABM defense."

The cabinet shifts announced yes-
terday were prompted for the most part
by internal political considerations.
No important change in governmental
policy is likely to result.
Federal: forces continue to threaten
Enugu, the capital of the secessionist
regime, but the Biafrans,seem determined
to fight on. The Biafrans (Ibos) from
past experience have reason to,believe
that they will be slaughtered if .they
give up. .The battle for the city will
therefore probably be the bloodiest of
the war. US and UK personnel have
been evacuated.
