1. Argentina
a. The Guido government is
again maneuvering desperately to
head off the threat of a military
coup which gained impetus follow-
ing the firing of Economics Min-
ister Alsogaray.
b. Guido called in the serv-
ice heads yesterday and presented
them with a 24-hour ultimatum:
either he stays on as President,
and elections take place as sched-
uled, or the military take the
reins. This flat statement of al-
ternatives--described by one mili-
tary man as "putting on of pante--
evidently came as a surprise to the
gathering, which was probably ex-
pecting Guido to temporize.
c. Guido's firmness, plus the
continued strong support of the legal-
ist wing of the military--which con-
trols the crucial Campo de Mayo forces
outside Buenos Aires--has improved
Guido's chances of survival.
d. It is not certain yet, how-
ever, whether the crisis has been
averted or merely delayed.

thinks some good groundwork has been
laid for later negotiations.
c. At about the time the Paris
talks were ending, Ben Bella was tell-
ing our Ambassador in Algeria, with
an air of embarrassment over his Cu-
ban stance, that "we may at times be
clumsy because we are not very expe-
rienced in such matters, but we are
sincere."
a. Ambassador Hart's cable set-
ting forth his reasons for thinking
that the prospects of the Yemeni roya-
lists are on the upgrade reached us
last evening.
b. His main points are these:
the royalists have a mounting capability
to penetrate territory which we had
considered firmly held by the republi-
cans; Prince'Faysal is now thoroughly
convinced that he has drawn blood from
Nasir and the longer the struggle goes
on the worse for Nasir's prestige; the
fighting is likely to be protracted
and could conceivably result in Imam
Badr's establishing control over a
large part of Yemen.

NOTES
A. Venezuela The Communist party's paramilitary arm
is laying plans for a renewed burst of violence
starting about the middle of this month. Rafael
Martinez, a Communist paramilitary leader, has re-
cently returned from visits to Cuba and Europe in
quest of aid.
B. Brazil-Bloc Brazil has just concluded with Poland
the first industrial agreement of any size with a
bloc country. It entails a $26 million credit with
which the Poles will construct a thermoelectric
power station in Rio Grande do Sul, and an additional
$7.5 million credit fckr the purchase of Polish rails.
