a) Berlin and Bonn are alive with
rumors of impending Soviet action regardin50k1
Berlin. Soviet diplomats in Bonn are sug-
gesting to newspapermen that should they
take August vacations they would miss an
"historical event," and they hint this might
be a peace conference prior to the UN 50X1
General Assembly session.
b) In its weekly review of the situa-
tion, our Watch Committeenoted several measures
in East Germany consistent with preparations
for more East German participation in Berlin
access controls or for a period of increased
tension. Although the committee could derive
no clear sense of timing for the completion
of such preparations 50X1
c) Although not necessarily related to
the Berlin situation, Radio Sofia announced
that the Bulgarian defense minister led a
delegation to the USSR today. Ulbricht went

019, WATCH COMMITTEE CONCLUSIONS-1 AUGUST 1962
No Sino-Soviet Bloc country intends to initiate direct
military action in the immediate future.
There are indications that the Soviets and East Germans
are preparing for increased tensions over Berlin, and renewed
harassments of Western access may occur.

A. We have nothing to report regarding official Dutch or Indo-
nesian reactions to the Bunker talks and no new information
regarding the continuing Indonesian military activity.

C. ?The Soviet attitude toward the duration of a recess of the Genevr
talks has suddenly switched. Now they are hinting that if a 50X1
recess begins on 1 September it ought to end in early November,
not 1 January.
