1. Congo a, The military situation has
gotten worse.
b. The rebels entered Bukavu
yesterday, and fighting was still
going on this morning.
c. The local ANC commander
believes the city can be held with
reinforcements. A company--with
a Belgian officer--is being air-
lifted by C-130 from Leopoldville.
d. US Consulate personnel
have been evacuated to Rwanda, but
one member and two US military
advisors are missing.
e. Tutsi refugees from Rwanda
apparently are spearheading the
rebel attack. If they take Bukavu,
an invasion of Rwanda seems almost
certain.
f. In Kwilu, about 8,000
rebels are approaching the capital,
Kikwit. The government garrison
consists of only one and a half
companies.
g. In Leopoldville, the secu-
rity forces are trying to forestall
a possible CNL-sponsored uprising.
They have
carried out a series of arrests
that may or may not have succeeded
in discouraging the conspirators.

quests for military assistance
have touched off an African
"Alphonse and Gaston" act. So
far, none of those countries ap-
proached has given anything but an
equivocal response.
a. Athens appears convinced
that a quick move for enosis is
imperative, but is still uncertain
how to bring it about.
b. Greek Defense Minister
Garofoulias is being sent to Nicosia,
apparently to weigh chances.

Zanzibar-
a. Nyerere's efforts to
insulate Vice President Karume from
Communist influence are being set-
back.
b. One of Zanzibar's most
competent Communists has been
appointed junior minister to Karume.
He will control and be present at
Karume 's appointments.
c. Last week Karume dismissed
the chief justice of Zanzibar, a
British expatriate whom Nyerere
himself had appointed.
d, Karume again publicly
avowed Zanzibar's undying friend-
ship for East Germany on 17 August,
the same day a Chinese Communist
trade delegation arrived in Zanzi-
bar.

4. South Vietnam
a. Khanh has given Ambassador
Taylor a few more details on the
reorganization.
b. One new item,which is at
variance with previous reporting,
is Khanh's statement that General
Khiem may not be named vice presi-
dent. Khanh says he is looking
for a qualified civilian.
c. We had thought Khanh would
have to mollify the ambitious Khiem
by conceding him the number-two
slot.
d. Khanh also said the changes
will not involve any upsetting of
the provincial leadership. There
will be no purges which might inter-
fere with the counterinsurgency
program.
e. Big Minh appears to be
under control. Khanh says Minh
has no choice but to accept the
situation.
f. Buddhists demonstrated
again today in Saigon, calling on
Khanh to remove certain junior
officials or face a "general pro-
test campaign."

B. Ghana-US The clash of US and Ghanaian poli-
cies in the Congo may lead Nkrumah to make
another try at reducing the US presence and
influence in Ghana. Previous crises in US-
Ghanaian relations since 1960 have accompanied
frustrated attempts by Nkrumah to support
Congolese radicals.

D. Saudi Arabia - Yemen Faysal is again threaten-
ing to renew aid to the Yemeni royalists. He
told Ambassador Hart on Monday that Yemen-based
UAR planes recently violated Saudi territory,
that UAR troops were moving northward toward
the Saudi border, and that there was a UAR-
Iraq-Jordan plot to divide up his country. After
a long discussion with Hart, Faysal appeared
to calm down, but the session illustrates
Faysal's continued frustration over Yemen and
the possibility that some day he may follow
through with his threat.

a. A preliminary examination
of the second package of 50X1
Mission indicates 50X1
good coverage of the Tyuratam range-
head and reveals new information
on the Chinese Communist atomic
energy program.
b. Mission 1009 confirms the
impression given by 1006 in early
June of intensive construction and
launch activity at Tyuratam.
c. Discovery of additional
large radars under construction at
a complex in Siberia indicates more
clearly that this facility is for
satellite tracking,
d. The coverage of the Lop
Nor site in China provides convinc-
ing evidence that this is a nuclear
test site. It could be ready for
a test within a matter of months.
