a. Khanh has come back to
Saigon to resume the premiership
b. Before returning, he sought,
and received, pledges of allegiance
from a number of senior officers.
c. But matters still are far
from stable.(
d. The Buddhists are said to
be making increasing demands for
personnel changes, and Buddhist
leader Tri Quang is showing up even
more as a behind-the-scenes polit-
ical power.
e. He has pressured the re-
lease of arrested Buddhist rioters,
except for a number of suspected
Viet Cong agents. Even these, he
says, should be released because
they were not engaged in Viet Cong
activity when arrested.(

b. Katanga has been all but
cleared of rebels with the recapture
of Manono--essentially by Belgians,
despite Congolese claims. But the
rebels continue to make gains in
the north and northeast, and there
are no good government troops avail-
able to resist them.
c. Rebel leaders appear to be
gathering in Stanleyville. Gaston
Soumialot, eastern CNL head,
arrived during the weekend, and
CNL leader Christophe Gbenye, who
has disappeared from Bujumbura (in
Burundi), is presumed en route.
d. We would not be surprised
by some announcement of a dissident
government claiming legal status,
timed for the 5 September OAU ses-
sion. I
e. Tshombe's request to delay
the OAU session until 17 September,
primarily and optimistically to
provide time for more military vic-
tories, appears to be getting no-
where and to have served only to
irritate moderate African leaders.

NOTES
A. Chile Radio Moscow, broadcasting in Spanish
to Cuba, charges, among other things, that
Chile "is swamped with agents, of the CIA and
other organizations.. .one has a picture of a
big plot between Washington and the country's
reactionary forces against Chile's democratic
and patriotic forces."
B. South Korea President Pak Chong-hui is moving
to force out of business a number of influential
newspapers long a thorn in the side of the gov-
ernment. This could spark a political' dust-up,
in and out of the government.
