1. Cyprus
a. The heavy fighting which
broke out in the Paphos area yes-
terday was resumed this morning.
b. British troops are super-
vising a flimsy ceasefire in
Limassol, the scene of four days
of bitter clashes earlier in the
week.
c. It seems evident that
Makarios no longer has much control
over Greek Cypriot action groups.
He himself is apparently being manip-
ulated by his extremist-minded minis-
ters, at least one of whom is now
publicly packing a pistol. Makarios
impressed Ball as fearing both for
his job and his life.
d. The suspicion is growing
that Greek Cypriot security authori-
ties are more interested in liquidat-
ing Turks than in restoring law and
order,

2. Turkey-Cyprus
f. Rumors breed easily in the
tense atmosphere, and one of these/
is that a Turkish village south of
Nicosia is surrounded and Will get
the same treatment as the Turkish
quarter of Limassol.
g. This, we fear, could bring
in Turkish armed forces. The leaders
of the Turkish community, for the
first time, are urging. such interven-
tion as the only solution.
h. Makarios still has his eye
on the UN. His representative in
New York has alerted U Thant to the
possibility that he may call for an
emergency meeting if the Turks move.
If not, he wants an ordinary meeting
next week.
i. Foreign Minister Kyprianou
is scheduled to fly to New York
tonight to present Makarios' case.
a. Turkish armed forces have
been honed to a high state of readi-
ness. They could move at any time.

3. USSR-Cyprus
h. Inonu told Ball yesterday
that Turkey would do nothing to
"create difficulties" as long as
the lid stays on in Cyprus. He
would in any case inform us before
acting.
a. A Soviet UN delegate is
spreading the word that the USSR
would respond favorably to a Greek
Cypriot request for aid if attacked
by Turkey.
b. The official implied that
military assistance would be included.
We consider direct Soviet military
action against either Cyprus or
Turkey to be a remote possibility.
c. In this connection,
the USSR would contribute finan-
cially to a peacekeeping operation

d. We are not certain how to
evaluate these remarks. We have
assumed that the Soviet aim was to
keep the Cyprus pot boiling with
the hope of weakening NATO's eastern
flank and eventually seeing a pro
Soviet group installed in Nicosia.
