2. Cuban sugar
a. Estimates of this year's
sugar crop now are running as much
as a million tons below last year's
poor crop of 4.8 million tons.
b.
Cuba's second largest mill has been
producing only about three fourths

of what it was last year, and simi-
lar conditions prevail elsewhere in
the industry,
c.
3.5 million tons is
a reasonable estimate. This com-
pares with normal production in re-
cent years of nearly 6 million tons.
d. Reasons given are last year's
drought, a damaging crop diversifi-
cation program, worker apathy and
unsatisfactory equipment.
3. Brazil - a. The Cuban solidarity con-

conference start last night. Police arrested
some 53 delegates as the meeting
convened in Rio in defiance of the
ban ordered by Governor Lacerda.

4. Saudi Arabia
b. It finally got underway
across the bay in a union hall in
Niteroi where fewer than 400 dele-
gates gathered without fanfare to
hear an? unimpressive opening speech
by a retired Brazilian General.
c. The rally is scheduled to
end on Saturday.
c. Saudi authorities tightened
security and arrested a number of
military personnel suspected of
plotting against the regime after
the UAR paradropped supplies to dis-
sidents in western Saudi Arabia on
16 February. It is possible that
they have learned of this conspiracy
through interrogation of some of
these suspects.

5. Haiti-Dominican
Republic
a. President Bosch has sud-
denly become so occupied with the
situation in Haiti that all other
business, including, we understand,
the deportation of Imbert, has been
set aside.
b. Following the ouster on
Saturday (as persona non grata) of
the Dominican chargd in Port-au-
Prince,
the Domini-
can Republic is preparing for trouble
to erupt along the
border at any time. Evidently
in terms of some retalia-
tory harassment. Foreign Minister
Freitas intimated as much in a paral-
lel talk with Ambassador Martin the
same day.
C.
It was clear
that Bosch has been fish-
ing about for a candidate to succeed
Duvalier and wants to concert with
the US and Venezuela in the matter.

e. Ambassador Martin feels
that Bosch's sudden obsession with
Haiti provides him with a convenient
way to escape from the difficult
problems of putting his own house
in order. Martin has reminded both
Bosch and Freitas that they have
problems enough at home without
looking for more trouble elsewhere.
a. Trouble with the population
in areas bordering the USSR apparently
continue to plague the Chinese Com-
munists.

c. Judging from refugee re-
ports, as many as 70,000 persons
may have fled from this area into
the USSR last year. When Chinese
authorities moved to tighten border
controls, riots broke out as demon-
strators gathered at the Soviet
consulate appealing for arms. The
consulate was thereupon closed.

a. With an eye on the African
summit conference scheduled for May
in Addis Ababa; Nkrumah is busy
rounding up backing for his pan-
African views?
b. We know
that he is promoting an
early April meeting in Accra of the
steering committee of the All-Afri-
can Peoples Conference, a radical
organization which has been largely
dormant for the past year.
c. He has also sent envoys to
most other African chiefs of state
with proposals for an African "par-
liament" and common foreign, defense,
and economic policies.

NOTES
We are beginning to see some substantiation
that Soviet Chief of Staff Zakharov
has been removed. His name has been conspicuously
absent from recent published Soviet military lists
and signed obituaries) and he was not among those
who saw Defense Minister Malinovsky off to Indonesia.
D. India-China Peiping's note to New Delhi on Monday
charging Indian intrusions into Chinese territory
near Sikkim is a pointed reminder that, though this
area remained quiet during hostilities last fall,
it is not immune to the danger of border clashes if
the Indians fail to keep their distance from Chinese
forces.
E. India-Pakistan Ambassador Galbraith has learned
that India may be considering the idea of turning
the problem of a Kashmir settlement over to the
International Court at The Hague,
