THE BERLIN SITUATION
Soviet propaganda reaction to the Western measures announced
yesterday has not yet set in. Moscow Radio has so far reported
the Vice President's visit without comment.
The East Germans are continuing to solidify physical controls
at the sector and zonal borders, and are engaging in sporadic
harassment of Western visitors to East Berlin.

Ulbricht's speech yesterday, largely a display of bombastic 50X1
self-assurance, also betrayed underlying concern about his subjects'
reaction, saying: "For some time there will continue to exist in
the GDR capital and its environs people who have Allnwpd thrlmsplx7P9
to be influenced and depraved by West Berlin."
350 doctors from East Berlin and Potsdam 50X1
have fled to the West in the past few days. Total refugee registra-
tion since 13 August is 492.

Adoula has returned to Leopoldville
apparently having secured Gizenga 'EaDO
support for the central government
without making major concessions.
On Thursday, Gizenga, in Adoula's
presence, told foreign diplomats
in Stanleyville that the two had
reached agreement, that he would
take up his post as vice premier,50X1
and that the diplomats would be
accredited to Leopoldville. Adoula
said, however, that the establish-
ment of relations would depend on
the "behavior" of the governments
concerned. The focus will probably

been provoked by his pressure tac-

The ruling Liberal-Democratic party
has formally denounced him, while

comments on the US-Japanese securi-
ty treaty interference in Japan's

A. French troops clashed with Tunisian demonstrators in Bizerte
last night, but there was no gunfire. Bourguiba had called
for a three-day protest leading up to the UN special session
on Monday and had warned that the French will be "answered
by force" if they interfere.
