Laos 2. South Vietnam a. The rainy weather has slowed the reinforcement of Muong Soui, and could encourage the Communists to renew their attacks. .b. They probably have already brought up enough strength to assault Muong Soui./ We have no firm indica- tions of Communist intentions. d. The neutralists continue to be plagued by disunity. a. The intensive Viet Cong activity of the past several days is continuing. b. In one attack yesterday on a special forces camp, the Viet Cong killed 57 (including 3 US) and wounded 52 (including 3 other US). India-USSR c. In another area, the Viet Cong blew up six bridges during the night. One Viet Cong taken prisoner says he was a member of a battalion from a North Vietnamese Army division. d. The recent activity has cost the Vietnamese Government many casualties and a considerable quan- tity of weapons. e. It seems likely that one purpose of this heightened activity, which has also been felt in Saigon, is to respond to the arrival of General Taylor on the scene. a. Shastri has reassured Mos- cow of his personal commitment to Nehru's nonaligned foreign policy. b. he took this line 50X1 with Mikoyan when the latter was in New Delhi last month. Presumably he wished to conciliate the Russians who doubtless looked askance at his acceptance of long-term military aid from the US. c. There are several Indian arms deals with the Russians in the works. Deliveries of surface-to- air missile equipment are to start next month. Rumania-USSR d. Defense Minister Chavan is scheduled to visit Moscow in August, apparently to speed up arrangements for the MIG aircraft plant project. a. A high-ranking delegation from Bucharest led by number-two man Maurer showed up in Moscow yesterday. b. The Rumanians have been working fast to make their new inde- pendent outlook felt, especially in the West and to soothe ruffled feathers in the bloc. c. Moscow may be sounding out the possibilities for Rumanian attend- ance at an interparty conference. Such a conference, attended by selected Communist parties, is being discussed as a way to restore at least a facade of unity among Mos- cow's supporters in the Sino-Soviet dispute. d. Almost any deal Moscow might make with Rumania now, however, would be interpreted as implying acceptance of Rumania's independent position. Soviet Foreign Aid a. Soviet economic aid credits to non-Communist countries during 1964 may become the largest ever. b. An estimated $660 million has been extended through June, com- pared to $859 million for the entire peak year of 1959. c. Already committed this year are $325 million for steel mills in Algeria and India,and $280 million for Egypt's new five-year plan. d. Moscow now appears to be directing its aid efforts among underdeveloped countries toward long-term gains rather than an im- mediate spectacular splash. The Soviets have been taking a closer look at the prospects of success before underwriting a recipient's economic plans. e. They still act with flexi- bility, however. Greece a. The outcome of last Sunday's nationwide municipal elections sug- gests that Papandreou's Center Union government may have begun to slip. b. Leftist and pro-Communist candidates won more than half of the 230 mayoralty contests. Karamanlis' right-of-center party also made slight gains over its last showing in local elections. c. The Center Union's poor performance will not endear Papan- dreou to his parliamentary delegation. Greece's external polices are un- likely to be affected, however. Foreign relations and Cyprus were not issues in these elections. Syria The situation on the Syrian-Israeli border is warming up again. As usual, it is difficult to tell which side is responsible for starting the two-hour scrap that occurred yesterday in the Hula area, as both sides are claiming foul./ C. Haiti The army has still been unable to catch the small bands of rebels who managed to get ashore in small boats last week. There has been at least one further skirmish, and Duvalier has ordered the destruction of a couple of villages because the country-folk in the vicinity are thought to be sympathetic to the rebels. Duvalier is also complaining to the Security Council and the OAS about the presence of two Dominican Coast Guard frigates off Haiti's north coast. Indonesia Any lingering doubt about Sukarno's intentions is dispelled that he decided to double the guerrilla effort against Malaysia.
