a. The Novotny regime seems
to be angling for some gesture of
US support for its recent show of
independence from Moscow, using a
US defector as 50X1
a first contact.
b. The defector filled in US
Embassy officials on Novotny's ob-
jections to Khrushchev's ouster
and asserted that Czech leaders in-
tended to pursue an "independent
national Communist policy," like
Yugoslavia.
c. This, he said, "presents
the US with an unusual opportunity
to woo the Czechs away from Moscow."
A US invitation to Czech Premier
Lenart, if only for some cultural
purpose, would, he suggested, be
a "useful initial indicator of US
interest."
d. His account of Czech
policies toward Moscow fits with
other information.

Communist China Peiping continues to concen-
trate on ensuring military readiness in the
approaches to Southeast Asia.)
B. Indonesia-Malaysia There may have been another
small Indonesian landing on the west coast of
Malaya. Police have found two empty boats
and "footprints in the sand." Indonesian border
incursions in Borneo continue.
C. Israel-Syria Border clashes growing out of
Syrian objections to Israeli development activity
along the disputec. frontier are increasingly
susceptible to escalation. In the past few days,
both countries have been sending reinforcements
to the northern end of their border.
D. Cyprus Makarios may be arranging for a visit
to Paris.

the Portuguese have purchased
West German F-86s for use in Africa. The first
to be delivered will go early next year to
Portuguese Guinea to replace US-supplied F-86s
whose use there has been protested by the US.
G. British Guiana Observers are predicting Pre-
mier'Jagan's defeat in the election next month.
They feel, however, that this increases the
chances for a resort to violence by his party,
either to stop the election or to bring down
a successor government.
