a. Khrushchev, talking to a
Japanese parliamentary, delegation
yesterday, claimed the USSR had a
"monstrous new terrible weapon."
b. His wording--as reported
to the press by the Japanese?sug-
gests that if a new weapon does
exist it is in the R and D phase,
and in the nuclear, chemical, or
biological warfare field. However,
we know of no unique Soviet develop-
ment in these or other weaponry
fields.

/Ambassador
Jones reports Subandrio's assur-
ances that there would be no fur-
ther escalation by the Indonesians
and that there were no plans for
further moves like the recent para-
drops, on the Malay Peninsula.
"Evidence," Subandrio claimed,
would be Sukarno's junket, which
starts tomorrow.

a. Makarios goes to Athens
today for the King's wedding--an
event which may in itself serve
to muffle the situation on the
island for a few days.
Makarios in-
sists on concluding a military
agreement with the Soviets, de-
spite any Greek objections.
C. US service attaches in
Turkey were puzzling yesterday
over signs of an alert and of
"busy planning." They saw no signs
of troop or air movements.
d. The alert may predate
Makarios' recent display of sweet
reasonableness on the economic
blockade issue. The Turkish troop
rotation,however, has yet to be
carried out.

B. Congo As government and mercenary forces con-
tinue to make gains in northern and central
Congo, some
wavering of morale of rebels in their path.
C. -Congo (Brazzaville) We are seeing mounting
evidence that the Chinese Communists are aiming
to entrench themselves with the Brazzaville
regime. Moreover, President Massamba-Delat
said last week he will visit China later this
month on his first formal tour outside Africa
since he came to power last year. Military
leaders are already there,
D. France A French foreign office official says
that long-planned French naval participation in
a SACLANT exercise this week is being canceled.
De Gaulle suspects French naval officers of
disregarding his views on their activities
within NATO command.

E. Berlin The new pass agreement--for West
Berliner visits to East Berlin--is still elusive,
after appearing close to signature. The impasse
is over administrative arrangements which Bonn
feels would imply too much for the legitimacy
of the']East German..regime.
F. Yemen We think that the much touted "agreement"
between Nasir and Faysal to "cooperate" on reach-
ing a settlement does mean that, at least for
the time being, Faysal will hold off from any
significant military assistance to the Yemeni
royalists. There are still many, hurdles to
cross.

Ecuador There are some disturbing signs that
leftist extremist factions may be closer to
joining together in a "popular front" for guer-
rilla operations.
Venezuela The Communists are now reported to
be planning their new terrorist campaign
They feel they cannot sit
by and accept further losses from the govern-
ment's antiguerrilla campaign.
