The Poles tell us that they have heard from the Chinese Communists, who rejected the six-power idea. The Poles say they have still another pro- posal in mind which they hope the Pathet Lao will buy, but have given no details. 3. Rumania-USSR a. Relations are unmistakably getting worse. b. In the past week or so, Rumanian commentary of Soviet eco- nomic policies for the bloc has become increasingly acerbic. Somali Republic Prime Minister Abdirazak's government--which took office on Sunday--will probably be easier for the US to get on with than the last one. Abdirazak will, however, continue to support Somalia's territorial claims against Kenya and Ethiopia, although he may try to keep a lid on Somali guerrilla activity against these neighbors. There is little he could do about the $35 million mili- tary assistance agreement with the USSR con- cluded by the last government, since his ,countrymen consider it a necessity because of the Ethiopian menace.
