Bloc pressures for a peace treaty
and the piospects for continued
unsatisfactory economic conditions
have markedly raised the flow of
refugees into West Berlin during
'the past two weeks. Ambassador
Dowling believes that, for the
Utile being, the regime will
"succeed. in holding popular
concern in check." If Moscow
continues to build up tension
prior to the signing of a
separate peace treaty and Ulbrieht

off the refugee flow and to introduce
tighter economic policies, the
ambassador foresees a "real possibility
