Kasavubu has not said who will head the transitional govern- ment, but support for Tshombe still seems to be growing. d. If Tshombe should be picked, ?there will be loud complaints from some of the other Africans. The Tunisians, Egyptians, Nigerians, and Northern Rhodesians have already shown their disapproval. e. A "reconciliation" govern- ment may be in the cards. 2 f. We have no new word on Gizenga, although Tshombe told the press on Monday that he had Adoula's promise to free him. Makarios, in an apparent quandary, went over the job possi- bilities in an exceptionally frank discussion with Ambassador Belcher last Monday. He ticked off the titles of chief of security, minister of defense, and "special adviser" to himself, but said he could not make up his mind. He said that Grivas was still firmly anti-Communist, but would go slowly on solidifying the rightists because of the "thankful- ness" the Cypriots now feel toward the USSR. d, Makarios claimed he had gotten over his earlier feeling of apprehension about the general's return. ,He impressed Belcher, how- ever, as being still very much wor- ried, For The President Only - Top Secret Declassified in Part - Sanitized Copy Approved for Release 2015/07/23 : CIA-RDP79T00936A002800130001-2 Declassified in Part - Sanitized Copy Approved for Release 2015/07/23 : CIA-RDP79T00936A002800130001-2 NOTES A. Communist China Preliminary evaluation of photography from a Chinese Nationalist recon- naissance flight over south China on 26 June has revealed no indication of a Chinese Com- munist military build-up in the area. The IL-28s observed during a March mission at Haikou, on Hainan Island, were no longer present. There also appears to have been a decrease in jet fighter strength at Suichi airfield on the mainland north of Hainan. B. Portugal - Communist China Portuguese rec- ognition of Communist China appears to be getting close. A Portuguese Army Ministry official has told the British he is going to Peiping in August "in connection with".recog- nition, which he said was being negotiated "elsewhere." C. Italy The center-left parties agree--at least publicly--that a new center-left coali- tion under Moro is the only solution to the present crisis. President Segni, however, may wait until the Socialists hold their central committee meeting this weekend before appOint- ing a premier. If the coalition cannot be worked out, the US Embassy comments, the next best bet is a temporary caretaker government. 50X1 WX1 50X1 (Cont id) For The President Only - Top Secret Declassified in Part - Sanitized Copy Approved for Release 2015/07/23 : CIA-RDP79T00936A002800130001-2 Declassified in Part - Sanitized Copy Approved for Release 2015/07/23 : CIA-RDP79T00936A002800130001-2 50X6 E. Yemen - Saudi Arabia Faysal has agreed to the extension of the UN mission in Yemen and, will pay Saudi Arabia's share of the cost. This gives the mission three more months of life, beginning on 4 July. F. Communist China - North Vietnam The high- level Chinese Communist delegation returned to Peiping from Hanoi on 29 June. The group, probably headed by a politburo member, had flown to Hanoi on the 25th, accompanying North Vietnamese VIP's who had been visiting Peiping. We assume the discussions covered the outlook for Southeast Asia. 50X1 50X1 50X1 50X1 For The President Only - Top Secret Declassified in Part - Sanitized Copy Approved for Release 2015/07/23 : CIA-RDP79T00936A002800130001-2
