1. Laos
a. The pause in the Com-
munist pressures was brief. Com-
munist forces have occupied Phou
Kout, a key neutralist hill position
on the eastern approaches to Muong
Soui.
b. At present writing, the
neutralists are trying to organize
a counterattack to retake the hill.
c. Kong Le's forces at Muong
Kheung repotted yesterday Ithdt-the
airfield there was not safe. The
neutralists still hold the town,
but most of their armor is de-
ployed to the west.
d. In this situation rightist
and neutralist forces are planning
a big move north from yang Vieng
into an area which has been under
Pathet Lao control since before
the Geneva accords. If this comes
off, it could well trigger another
sharp Communist countermove.
e. Rightist troops are also
advancing north from Paksane, as
the Pathet Lao have apparently
pulled back toward Tha Thom.

2. USSR-Cuba
f. Peiping's call yesterday
for a meeting in Phnom Penh of the
1962 Geneva signatories seems
Aimed largely at the US. The
Chinese stipulated that the talks
would "first" discuss Laos and,
presumably, then go on to deal
with Cambodia and South Vietnam.
? g. Peiping is also trying
hard to show that most of the
countries concerned are for talks
and that the US is the chief
obstacle. Even the USSR, the
Chinese point out, has "seconded"
the French proposals for a meeting.
h. So far Hanoi has not
spoken out on the subject,but we
expect it to line up with the
Chinese on this.
a. Major withdrawals of
Soviet personnel again seem about
to get under way.

a. We expect that Lal Bahadur
Shastri will succeed Nehru, dead
today at 74 after his second stroke
in six months.
b. Formal action to this end
will probably be taken by the
ruling Congress Party group in
Parliament, perhaps after a brief
period of mourning.
c. In the meantime, Home
Minister Nanda, not a serious can-
didate for Nehru's mantle, is pre-
siding as temporary Prime Minister.
a. An annoyed Adoula has
started to lash back at some of
his tormentors who operate from
neighboring countries.

b. Yesterday he closed the
border between Leopoldville and
Brazzaville and ordered the power
station in Kivu Province to stop
transmitting power to Bujumbura,
the capital of Burundi.
a. Serious differences are
developing for the first time
among the Greek Cypriot leaders
over the terms of a pending bill
to conscript a 25,000-man national
guard.

b. Makarios has insisted
that the bill authorize individuals
to raise and maintain their own
private armies. This would permit
people like left-leaning Vasos
Lyssarides to go right on maintain-
ing their own forces.
d. Makarios' bill is vigor-
ously opposed by Interior Minister
Georkatzis, by Karagiannis, the
newly appointed commander of the
guard,/
e. Both communities, mean-
while, have been inactive while
- they build up their stocks of
weapons. Gyani and Gab o Plaza
feel that unless they can cut off
this arms traffic, the UN position
will be "well-nigh hopeless."

a. The instigators of the
student demonstrations in Seoul
plan to keep the students in the
streets in the hope of building up
to a major effort this weekend.
b. They believe that they
can provoke excessive police
brutality which would rally the
general public.

NOTES
A. South Vietnam A Viet Cong lieutenant infil-
trated into South Vietnam via Laos early this
year is the first native North 'Vietnamese ,taken
by the South Vietnamese. Prior to his capture
all known infiltrators had been drawn from an
estimated 90,000 southerners who went north
after the 1954 Geneva Accords. Buddha's
birthday yesterday has come and gone without
the major disturbances that had been sug-
gested by some reports.
B. Communist China There are tentative signs
that-the Chinese are preparing for a test
firing of a surface-to-surface missile at
the Shuangchengtzu missile test center. Such
a test at this time would probably involve
a version of a Soviet surface-to-surface
ballistic missile--possibly the SS-3 (700
mile) or SS-4 (1,000 mile).

D. British Guiana British forces have managed
to keep the lid on racial violence in George-
town and its environs, but Negro mobs were
out of control most of Monday night in several
important settlements upriver_ The local
police made no effort to intervene and the
British had to be called in.

UK-Czechoslovakia /
/the British have agreed
to build a $10 million chemical fertilizer
plant for the Czechs and have extended a 10-
year credit to close the deal.
