British Guiana a. East Indian terrorists have been at work again in the last two days. For the first time they have used automatic weapons. b. Some 20 Africans have been shot so far, including six killed, mostly from ambush or by masked gun- men. c. This probably indicates that Jagan's apparatus has pulled itself together following the ar- rests of its top planners, and has Sent its youth organization terror- ists into action. d. One objective presumably still is to force postponement of elections, or to promote foreign intervention, by stirring up wide- spread racial violence. e. It is difficult to gauge the precise temperature in the colony at the moment, but more kill- ings, especially with automatic weapons, may well send the Africans on a rampage at any time. Brazil-Cuba D. Indonesia-USSR Mikoyan's airport reception yesterday was "remarkably cool." Sukarno's speech this morn- ing makes what seems at first reading an extrav- agant claim that the Soviet Union has pledged support for his confrontation policy toward Malaysia. He also said that the Tokyo summit was really a success, "in principle," because it won Soviet friendship. We doubt that the Soviets have given Sukarno this much encourage- ment. E. Mexico Alleged US inaction on the water salinity problem will be one of the principal whipping boys at a big political rally the Communists and their leftist allies plan to hold in Mexico City on the 28th. they expect to turn out the largest crowd in their presidential campaign to date. Government publicity on the water problem in the last day or so has been blandly menacing, saying in effect that there had better be action soon, or else. F. Venezuela The Communist-led university stu- dents strike in Caracas has been called off after 13 days without concessions by the authorities. This is a major setback for the extreme left. Further analysis of Key- hole Mission 1006-2, June 9-12, appears to indicate the presence of a new ICBM complex about 80 miles southeast of Semipalatinsk. b. The complex consists of a single silo launch site in an early stage of construction and a support facility some six miles away. c. This is significant be- cause it marks the end of a hiatus in new ICBM launcher starts since mid-1963 and may signal the first deployment of ICBMs in a single silo mode.
