However, they may feel they must associate themselves with an in- creasingly popular movement, hoping they may influence its development and perhaps slow down its final implementation. a. The Mateos government apparently feels it is no longer good politics--with national elec- tions two weeks away--to suppress popular sentiment. NOTES Angola Holden Roberto's guerrillas have had to slow down their activities because of a desperate shortage of arms.( B. Indonesia Ambassador Jones talked to Sukarno this morning and found him apparently "genu- inely disappointed" at the outcome of the Tokyo talks. Sukarno asked Jones to see him tomorrow to continue their discussion. Jones reports that Sukarno was quiet and unemotional, which he suggests may be the calm before the storm. C. Communist China Peiping's economic assistance program is now aimed almost exclusively at the Middle East and Africa. So far this year, the Chinese have granted about $100 million in aid to these two areas, including the recent $28 million interest-free credit to Yemen. Peiping's economic assistance was initially directed primarily at Asia, but last year all its new extensions of aid--about $90 million-- were in the Middle East and Africa. South Korea Ambassador Berger thinks that Pak's parliamentary oppostion may call for a showdown vote today on a resolution to remove martial law. If Pak's Democratic Republican Party rejects the motion, a parliamentary crisis could result. The government has shown no intention to lift martial law until it finds some other "legal" way of keeping its critics and the press under control. E. F. USSR Soviet Space Another space vehicle---apparently Of the Cosmos type--was launched from Tyuratam at 0600 EDT this morning. G. Argentina The Argentine General Confederation of Labor (CGT) may extend its labor demonstra- tions to the petroleum fields, possibly turn- ing off the Oil flow from fields to refineries. The US Embassy has notified US oil companies working in Argentina of this possibility.
