1. Cyprus
a. New fighting has apparently
broken out in Kokkina in the north-
western part of the island.
b. The scale of the action
is not clear yet
c. Fighting broke out in the
same area last week when Greek
Cypriots attempted a probing action
against the Turks' well-entrenched
positions.
e. We have noted what may be
a significant Soviet shift on
enosis.

2. Congo
f.
/the
USSR would no longer oppose Cypriot
union with Greece, if it were sup-
ported by a plebiscite. The same
line was just recently adopted by
the Cypriot Communist Party.
g, Neither the USSR northe
Cypriot Communists would be happy
with enosis, since it would make
the party subject to Greece's
stringent anti-Communist laws.
However, they may feel they must
associate themselves with an in-
creasingly popular movement, hoping
they may influence its development
and perhaps slow down its final
implementation.
a. Plans for Tshombe's return
appear to be moving along.

Laos
d. Kasavubu, however, has not
yet made his expected announcement
of amnesty.
e. There are no new reports
on the fighting in North Katanga.
We still do not know the identity
of the rebels controlling Albert-
ville.
f. Meanwhile, trouble may be
starting in Stanleyville. On 21
June, antigovernment rebels raided
Congolese Army detachments there
an attemnt to capture arms.

4. Mexico
5. North Vietnam
c. The military situation in
the Plaine des Jarres remains quiet.
d. Souphannouvong has not
responded to Souvanna's suggestion
for a meeting outside Laos.
a. Nationwide demonstrations
over the Colorado River salinity
problem are set for 12 July.
b. The protests evidently
have government approval (govern-
ment-dominated labor organizations
will participate), but details are
not yet available.
c. The Mateos government
apparently feels it is no longer
good politics--with national elec-
tions two weeks away--to suppress
popular sentiment. Government
approval of the demonstrations will
rob the Communists of a popular
issue.

A.
NOTES
Angola Holden Roberto's guerrillas have had
to slow down their activities because of a
desperate shortage of arms.(
B. Indonesia Ambassador Jones talked to Sukarno
this morning and found him apparently "genu-
inely disappointed" at the outcome of the Tokyo
talks. Sukarno asked Jones to see him tomorrow
to continue their discussion. Jones reports
that Sukarno was quiet and unemotional, which
he suggests may be the calm before the storm.
C. Communist China Peiping's economic assistance
program is now aimed almost exclusively at
the Middle East and Africa. So far this year,
the Chinese have granted about $100 million
in aid to these two areas, including the recent
$28 million interest-free credit to Yemen.
Peiping's economic assistance was initially
directed primarily at Asia, but last year all
its new extensions of aid--about $90 million--
were in the Middle East and Africa.

D. South Korea Ambassador Berger thinks that
Pak's parliamentary oppostion may call for
a showdown vote today on a resolution to remove
martial law. If Pak's Democratic Republican
Party rejects the motion, a parliamentary
crisis could result. The government has shown
no intention to lift martial law until it finds
some other "legal" way of keeping its critics
and the press under control.

USSR
Soviet Space Another space vehicle---apparently
Of the Cosmos type--was launched from Tyuratam
at 0600 EDT this morning.
G. Argentina The Argentine General Confederation
of Labor (CGT) may extend its labor demonstra-
tions to the petroleum fields, possibly turn-
ing off the Oil flow from fields to refineries.
The US Embassy has notified US oil companies
working in Argentina of this possibility. For
the past two months the CGT has been conducting
brief sit-ins or "occupations" of factories
in order to force political and economic con-
cessions from the Illia government.
