Laos a. The principals emerged all smiles from yesterday's meeting in the Plaine des Jarres, having agreed that forces would remain intact and, tentatively, on the following distribu- tion of portfolios: for Vientiane, Education (Phoumi) and Finance; for Souphannouvong, Information; for Souvanna himself, Defense and Interior. Remaining key cabinet posts, including Foreign Affairs, go to the neutralists. b. Phoumi is hopeful that today's session will settle remaining questions and draft an agreement. ? c. Souphannouvong may yet prove sticky. He will try to hold out for a 7-3 distribution of the neutralist portfolios in favor of the Xieng Khouang "neutrals," Phoumi wants 6-4) and he has withheld approval so far of the proposal that major questions regarding defense and interior be decided unanimously by the three. d. The North Vietnamese and Pathet Lao continue to force pro-Souvanna troops out of positions in the northern border area. Their arrogance and high handed tactics have at least put the neutralist group on its guard. He said he would be glad to see Sandys next week Inonu has yet to form a new govern- ment. He probably is awaiting develop- ments in the opposition Justice Party which has now come under control of those willing to cooperate with him. Late Laos item a. The USSR yesterday presented each of the three Western powers in Berlin with a note protesting "provoca- tions" by West Berlin police; we assume this refers to recent instances wherein West Berlin police have returned the fire of East German border police. b. The Soviet controller at the Berlin Air Safety Center has gain asserted the view that the Soviets have equal right to operate in the corridors. Protesting our use of the corridors for round-robin flights, the Soviet official pointed out that the corridors extend all the way from Berlin to Frankfurt, Hanover and Hamburg and implied we might see some non-stop Soviet flights over West Germany. Late press reports this morning suggest that little further was accomplished at today's meeting in Khang Khay. We are awaiting details. Another meeting is scheduled for Monday. The Communist Party in Mexico, having failed to get any support from other leftist groups, appears ready to give up the idea of mass demonstrations during President Kennedy's visit. Cuba will give up its fight 50X1 for the Latin American Security Council seat in favor of Brazil, because Brazil's presence would be "more useful" for Cuba.
