The US Embassy has a credible re-
port that India's atomic energy chief
has been. instructed to proceed with 12
of the 18 months' work he thinks re-
quired for production of India's first
nuclear device. According to the re-
ported plan, .a decision to complete the
work and to attempt an underground ex-
plosion would depend on the Indian
assessment of the international nuclear
picture at the end of the 12-month period.
Although we have reports that Khanh
and other senior military commanders
were inclined to compromise with the
Huong government, the crisis continues.
Ambassador Taylor now hears that Khanh is
demanding establishment of a military
council which would in effect control the
civil government.
5. Laos A showdown has so far been averted,
but political infighting within the re-
gime continues(
