South Vietnam 2. North Vietnam Buddhist leader Tri Quang has pri- vately condemned the present government in toto. On the eve of leaving Saigon for his home grounds in Hue, Quang pre- sented a standard list of grievances and told an embassy officer that he hoped Ambassador Lodge would "resume his role as a producer of major change in Viet- namese goverment." Quang indi'cated, how- ever, that the military situation makes it necessary that a change be orderly and quiet, "such as through a restrictive national convention." Premier Ky now intends to leave Sai- gon for Taipei and Bangkok on 15 August. Ky has told Deputy Ambassador Johnson that he will not discuss bringing Chinese Na- tionalist troops to South Vietnam but that he is still thinking of ways to link anti- Communist Asian governments in a more solid front. The government is still havin: trouble with the montagnard tribesmen. 50X1 Intercepted messages indicate that bomb damage to railroads has cut exports Of apatite ore, a-fertilizer ingredient and one of North Vietnam's major sources of foreign exchange. US air attacks had cut the Hanoi - Lao Cal railroad. Greece Foreign Minister Subandrio went out of his way yesterday to try to convince Ambassador Green that he wants relations with the US to continue. The ambassador came away from the meeting, however, with the impression that Subandrio was merely applying "some preventative salve" in anticipation of further anti-American outbursts by Indonesia. These will probably come on 17 Aug- ust when Sukarno is scheduled to make the major speech at Independence Day celebra- tions in Djakarta. The situation in the border area has simmered down for the moment, but some skirmishing continues. The US defense attach?n New Delhi reported yesterday that Srinagar, the Kashmir capital, was quiet. He had just returned after a five-day trip through the area. Pakistani Foreign Minister Bhutto is expected in New Delhi late next week for talks on a Kutch settlement. The discussions will probably fall through if the Kashmir fighting continues. Papandreou got nowhere with the King last night and the former premier now seems to be on..the defensive. Several prominent members of the Center Union party seem about ready to dissociate themselves from the policy of "unrelenting struggle" which Papandreou announced yesterday. In all, about 50 Center Union deputies may break away. Meanwhile, behind the scenes efforts are continuing to drum up support for.Ilias Tsirimokos. Chances are slim, however, because of his long record of leftist af- filiations.
