1. South Vietnam
a. Khanh, faced with a stu-
dent-led demonstration of 20,000
and growing Buddhist opposition,
this morning resigned as president
and rescinded the 16 August pro-
visional constitution.
b. We are not yet sure of his
exact status or intentions. A gov-
ernment communiqu?however, says
the ruling Military Revolutionary
Council will meet tonight to elect
a new prime minister, form a new
mixed civilian-military government,
and then dissolve itself. "Big
Minh" may return as caretaker chief
of state.
c. This climaxed a week of
mounting disorder in Saigon and
other cities sparked chiefly by
the student and Buddhist belief
that reversion to a Diem-like dic-
tatorship was imminent.
d. A desire for a quick solu-
tion to the long struggle with the
Viet Cong may also underlie the
agitation. Even a neutralist solu-
tion is said now to have a very
strong attraction for student and
intellectual circles.

2. Cyprus
e. The unsettled conditions
are susceptible to exploitation by
the Viet Cong, whose military and
terrorist activity over the weekend
continued to reflect the general
rise of the past week.
a. Opponents of Inonu's
Cyprus policy, appear to be gaining
strength.
b. The political opposition
and the military criticize him for
stopping the air strikes, and even
prominent members of his own party
say the government's policies
are "inadequate."
c. The military, which would
probably prefer controlling the
government to overthrowing it, does
not seem to be plotting a coup.
Recent military personnel changes,
including the transfer of the
moderate chief of ground forces,
have weakened the pro-Inonu forces.
d. Criticism of Inonu is
coupled with anti-American feeling.
Some Turks blame him for "tolerat-
ing American pressure tactics,"
while others characterize recent
American "pressure" as a "major
diplomatic blunder." Military
leaders have expressed disillusion
with NATO.

e. Makarios, who has denied
that negotiations with the USSR
have been suspended, has arrived
in Athens for a visit expected to
last only a few hours.1
f. There is little change in
the picture on Cyprus. Turkish
Cypriots claim that Makarios is
continuing to blockade Turkish com-
munities, and there has been con-
siderable movement of Greek Cypriot
troops south of Kokkina./
a. Small gains by government
forces in North Katanga have been
outweighed by the rebel advance
downriver from Stanleyville.
b. The rebels have occupied

c. In the south, a mercenary
force is attempting to rescue
about 60-100 Europeans held by
the rebels in Albertville. There
is a possibility, however, that
the hostages may be massacred
before the mercenaries can arrive.
d. A second group of mercen-
aries came to Kamina on Sunday, in
a Rhodesian lane
e. This will further darken
Tshombe in the eyes of other African
states. He seems now to be backing
away from his appeals to them for
military assistance, which were
made over General Mobutu's objec-
tions. The US ambassador is con-
vinced that Kasavubu will not call
on the OAU for help.
f. Rwanda President Kayibanda
informed US officials yesterday
that Tutsi refugees are moving from
south of Bukavu toward Rwanda. He
says he has alerted his troops in
the area.

B. Zanzibar - Communist China Rumors persist
that the northern island of Pemba is being
used by the Chinese as a base for arms de-
liveries to Burundi and the eastern Congo.
This could be, as activities on Pemba are not
exactly well supervised from Zanzibar. Karume
visited the place just last week for the first
time since the January coup, and until May it
was practically g fief of three of Zanzibar's
most rabid Communists.
C. East Germany - Yugoslavia East European dip-
lomats in Belgrade say Ulbricht will "stop
over" there in mid-September for a brief visit
with Tito on his way back from a trip to
Bulgaria. Ulbricht has never visited Yugoslavia,
and this stop-over technique seems to be
Belgrade's standard way of handling unfriendly
East European party chiefs.

D. Italy Deputy Secretary General Luigi Longo
will reportedly be named head of the Italian
Communist Party on Wednesday. No new deputy
will be appointed, emphasizing the interregnum
nature of Longo's nomination. However, this
will give him a chance to consolidate his
position before the real power struggle that
may develop after the local elections in Novem-
ber.
