a. We are not yet certain
regarding the circumstances in the
downing of a Chinese Nationalist
U-2 yesterday near the Fukien coast.
b. Peiping, as usual, imme-
diately claimed that it had been
shot down by one of its "heroic
air force units."
d. This is the third Chinese
Nationalist U-2 lost over the East
China mainland since these flights
began in early 1962.
a. A Turkish representative
arrives in Geneva today, and a Greek
representative will arrive early
next week. There is still no sign
from Athens that the Greek will be
allowed to sit down at the negotia-
ting table with the Turk.

getting shriller. He told Greek
Cypriots in the House of Representa-

a. As far as we know, Kasa-
vubu has not yet acted on the
cabinet lineup now being proposed
by Tshombe.
b. Tshombe is reserving for
himself the offices of prime minis-
ter, foreign minister, information
minister, and economic development.
c. Already there are rumbl-
ings elsewhere in Africa indicating
that Tshombe does not have wide-
spread appeal. The Tunisians, for
example, are saying that he would
be "unacceptable" as the Congo
representative at the upcoming OAU
meeting in Cairo.

NOTES
A. South Vietnam There have been four battalion-
strength Viet Cong attacks so far this month.
This is the highest number of actions on this
scale in any single month over the past year
and a half. Government weapons losses were
the highest this year.
B. British Guiana An explosion of a river, boat
south of Georgetown Monday killed some 30
Negroes in the most serious single racial
incident so far. The Negroes are already tak-
ing reprisals and more can be expected as the
word gets around. It looks like this pattern
of gradually worsening incident and reprisal
will continue in the absence of a political
settlement.
C. UAR-Yemen
the Egyptians
were saying quite openly that the UAR will not
withdraw any appreciable number of troops from
Yemen before the end of the year.
D. Cuba-USSR /
E. Cuba-US Five more US students have arrived
in Cuba, via Prague. They join the 75 US stu-
dents now touring the island as this summer's
guests of the Castro government.
