East Africa a. The injection of British force has brought a semblance of public order and quiet, at least for the time being, to Tanganyika, Kenya, and Uganda. b. Ambassador Leonhart, assess- ing the "wholly new situation" fac- ing Nyerere, says the Tanganyikan President must reconstitute not only his armed forces, but the civil serv- ice and the rest of the governmental apparatus as well. He seems to have "come out fighting" and shows every sign of a determination to reassert himself. c. We are, of course, far from being out the woods in this part of the world. British troops are likely to become a political liability to the moderate leaders quite quickly. d. There is a good chance that radical nationalists like Tanganyika's Kambona and Kenya's Oginga Odinga may react to the use of the British troops by fomenting strikes or mob violence which the British could find hard to control. Cyprus a. The situation is near ?the flashpoint again. b. On the island sporadic violence is keeping communal tempers frayed, and each side is again arm=? ing itself, setting up road blocks, and digging in for trouble. c. None of the participants sets much stock in the London talks. The British fear they have reached a deadend, and Makarios, for one, has publicly questioned the value of continuing. d. All parties to the dispute, in increasing measure, are looking to the US to bail them out by taking a more active role. Indonesia- Malaysia e. The British, who do not relish being left to cope with new disorders by themselves, have pro- posed an international force of some 10,000 men to keep order. They believe such a force would require a US contribution to get it off the ground. f. Some such force is favored by the Greeks, but the Turks have been dragging their feet, as is Makarios. g. ?A routine rotation of a Greek Army contingent is scheduled for tomorrow, and supplies are to be landed for the Turkish contingent on Wednesday. These moves could lead to trouble. China-France a. A joint communique was issued this morning in Paris and Peiping announcing the establishment of diplomatic relations and the nam- ing of ambassadors within three months. b. So far there has been no reaction from Taipei. As of yester- day there was no give in Chiang Kai- shek's decision to break relations with France immediately after the Paris announcement. d. De Gaulle's special emissary to Taipei returned late last week with a letter for De Gaulle from Chiang. The contents have not been made avail- able to us, either in Paris or Taipei. e. The director of the Asian Department of the French Foreign Ministry, who may or may not be aware bf its contents, told Embassy Paris that it was his "impression" Chiang would not break at once. f. The official added that this could lead to difficulties for the French since Peiping has given no evidence of a willingness to accept a two Chinas policy. Congo 7. India- Pakistan a. Guerrilla activity in Kwilu Province shows signs of developing into the most serious challenge to Adoula's central government since the Katanga uprising, b. The "Jeunesseu bands of Pierre Mulele, ex-Gizenga aide who has Peiping and perhaps Moscow back- ing, are extending their terrorist activity over a/broader area. c. These bands now number about 2,000,and those who have en- countered them have been struck by their organization and discipline. Press accounts have featured their use of bows, flaming arrowstand knives, but Mulele's hard core un- doubtedly has better arms. d. Adoula has preferred to deal with the threat with small groups of gendarmerie, commando units of the Congolese Army are being sent to tie scene; a. Pakistan may once again be giving consideration to para- military actions in Indian-held Kashmir. Karachi's UN representative has pointed to this possibility should his country's resort to the UN prove ineffectual. He told Ambassador Stevenson that 20,000 infilitrating tribesmen would make it extremely hard on Indian authorities in the Vale. c. While his immediate objective was to generate support for Pakistan's move to get Security Council considera- tion of the Kashmir question, we know that Pakistan was considering just such a course last year.
