Berlin
LATE ITEM
a. Reporting on the convoy in-
cidents has been somewhat confused.
The following is our best guess at
the situation as of 0845 EDT.
b. The Berlin-bound convoy
held up yesterday for 15 hours on
entering East Germany was finally
allowed to pass that checkpoint
without dismounting.
C.. At 0500 Berlin time (mid-
night EDT) the same convoy was again
held up by Soviet authorities at the
Babelsberg. It consists of 18 ve-
hicles and 61 men and is thus well
below "dismount size."
d. The Soviets have blockaded
the eastbound lane into Berlin at
Babelsberg and apparently the convoy
is unable to move despite the ulti-
matum which we understand Gen. '
McConnell (Acting Chief, CINCEUR)
delivered at 0545 EDT giving the
Soviets two hours to begin process-
ing the convoy.

Soviet agricultural managers in their
usual frantic fashion there will be
an inordinate amount of confusion and
not enough consideration will be
given to the capacity of slaughter
houses and storage plants. There is
likely to be a great deal of spoilage.
c. Soviet plans to expand
meat production will, of course, be
set back sharply, even though some
feed grains will be imported.

a. Kong Le has returned to
Laos after an absence of some three
months, mostly in the USSR.

turning was Bangkok
a. The new president of India's
Congress Party, Kamaraj Nadar, is
one of India's most powerful politi-
cians. He probably is not a serious
contender to succeed Nehru, however,
because of his identification with
South India and his scant knowledge
of Hindi and Engll:Sh.
b. He was prime mover behind
the Congress party refurbishing in
the first place, and is now in a
position to carry it further with
the authority and energy he commands.

NOTES
A. Congo-Angola Tshombe's brother Daniel, a sometime
resident in Luanda, is there now openly placing
orders for vehicles, tents, generators etc. with
various firms including some representing US compan-
ies.,)
B. Morocco-Algeria Algeria has responded to the Moroc-
can buildup in the disputed border area with a buildup
? of its own. Hassan's efforts to get the Algerians
to negoitate the dispute have so far been unavailing
and immediate prospects for calming the situation
are not bright.
C. Communist China - Algeria Having already given
Algeria a total of $13.5 million, Peiping is now offer-
ing a $50 million long-term, interest-free credit
for as yet undisclosed uses. Unable to match Mos-
cow's recent $100 million credit, Peiping may well
have offered some cash. The Chinese have done this
before in similar arrangements with other African
countries, which the Soviets have not.
D. Algeria Ben Bella has decided to use a show of
military force against the Kabylie rebels, and late
press reports this morning indicate that operations
?are now getting underway.
