1. South Vietnam
a. Hanoi officials say they
could guarantee to respect the
neutrality of the south if it were
governed by a "true nationalist
group" like the National Front for
the Liberation of South Vietnam,
b. The Liberation Front is in
fact the political front for the
Viet Cong.
2. Algeria a. Ben Bella has another mili-
tary revolt on his hands.
b. Trouble has broken out in
the southeast, 200 miles or so from
Algiers.

c. The leader is Colonel
Chabaane, former guerrilla chief-
tain who fought the French in the
Sahara. On 29 June he had been
relieved of command of the vast
4th Military District and dismissed
from the army for "subversive
activity."
d. We have few details on
what is happening or why. Cha-
baane could have as many. as 9,000
experienced guerrilla fighters at
his disposal. He is not known to
have any ties with Ait Ahmed, leader
of the continuing Kabylie dissidence.
3. Congo a. Tshombe is gaining support
in his drive to the premiership.
b. Three leading members of
the powerful "Binza" group--so-named
after the Leopoldville neighborhood
in which they first organized--have
apparently switched their allegiance
to Tshombe from Adoula. They are
Mobutu, Surete Chief Nendaka, and
Justice Minister Bombako.
c. If this support remains
solid, Tshombe is likely to get in.

4. Haiti
d. Kasavubu, apparently bend-
ing with this trend, yesterday asked
Tshombe to sound out the various
political factions about a new gov-
ernment.
e. The next step would be for
KasaVubu to ask Tshombe to head the
transitional government which must
soon be appointed.
a. small groups of
rebels may have managed to get ashore.
C.
Foreign aircraft have been forbidden
to land on or overfly Haitian ter-
ritory. Duvalier is chronically
afraid the Dominicans will attack
him. We have no evidence that they
are in a position to do so at present.

5. Cyprus
d. The US Embassy in Port-au-
Prince has heard from the two sources
that Duvalier personally executed
21 political prisoners yesterday.
a. For the first time, Papan-
dreou has come out publicly for
enosis. Up to now he apparently
has been afraid he would be criti-
cized for advocating an expansionist
policy.
b. The Greek foreign minister
has scotched press reports of a
Greek-Turkish meeting in Geneva under
UN auspices. No meeting at any
level will take place, he said,
either in Geneva or elsewhere.
c. In Cyprus, Grivas was to
have met yesterday with a delegation
from AKEL, the Cypriot Communist
party. We have not heard what was
discussed, but Grivas presumably
made his regular pitch for reconcilia-
tion.
d. Makarios has changed his
mind and decided not to go to London
for the Commonwealth prime ministers
conference. This will be embarrass-
ing, as his plan to depart on next
Monday morning has already been an-
nounced.

e. It is probable that he is
afraid to leave because of what
Grivas or some of his other rivals
might try to pull in his absence.
Moreover, he probably does not trust
some of his subordinates to refrain
from ill-advised military or other
violent action.
f. There has been little change
in the security situation.

B. British Guiana The security situation is
getting worse despite the full employment of
the two battalions of troops in the colony,
in addition to the police force. Last week
there were 81 cases of arson, four explosions,
18 shootings (eight murders), and 30 incidents
of racial violence. The US consul general says
the need is growing for "at least" another

D. Panama The national guard is aware of Com-
munist-led students' plans to march into the
Canal Zone on the 4th of July, and proposes
to prevent them from doing so.
Chiari
apparently wants no trouble during the last
months of his administration.
E. Portugal Humberto Delgado, the exiled opposi-
tion leader and perennial plotter, is back in
Algiers after six months in Prague. Ben Bella
has for some time let him maintain a base of
operations in Algeria
Iraq There is little hard information, but
we sense that President Arif's political lease
on life is becoming infirm. His "unity agree-
ment" last May with Nasir has sharpened antag-
onisms inside and outside the government.
Nobody trusts Arif, who has insuccessfully
tried to play off pro-Nasirists and anti-Nasir-
ists, against each other,and some of his other
policies have increased ethnic and religious
tensions. No strong opposition leaders have
yet appeared, but things can move very fast in
Iraq once they start.
