DAILY BRIEF
24 APRIL 1967

Thieu's hat is still in the presi-
dential ring, despite Ky's more aggres-
sive maneuvering to be selected as the
military's candidate.
Ambassador Lodge
notes that most of the senior generals
seem to be keeping their lines open to
both Thieu and Ky--and waiting to see
where the power lies.
Athens is outwardly calm. The cur-
few has been shortened, and infantry and
armored units, although still in control
of the city, are less in evidence. Be-
hind this calm facade, however, we be-
lieve there are still many tensions and
uncertainties.
The King--painfully aware that the
young coup leaders control the guns--
has gone along part way. He still is
not in sympathy with the coup or its
perpetrators, however, and is resisting
demands to sign some of their more dras-
tic measures. There could yet be a
showdown between them.
The forced retirement of several
high-ranking officers may mean that the
coup leaders are consolidating their
control of the armed forces.
Policy statements issued so far
give the impression of a hard-nosed
rightist attitude. The emphasis on
social justice, social welfare, and a
national mission suggests that the coup
was aimed at more than just keeping the
Papandreous from power.

Soyuz-1 carried only one man, but
had room for three. It was the first
manned test of a new spacecraft the So-
viets have been developing, most likely
for a circumlunar flight. The Soviets -
may have originally intended a more com-
plex mission for this spacecraft, such
as orbiting a second spacecraft and
transferring crew members,

There could be disturbances this
week--the second anniversary of the
1965 revolt--if various political groups
try to stage "commemorations" despite
the government's ban on public demonstra-
tions. Bosch's old party has planned an
ambitious schedule of events for today,
and members of the former "constitutional-
ist" forces are talking about leading a
march through Santo Domingo.
