Tanganyika a. At least two ICBM's were fired from the Tyuratam rangehead last night, one to the more distant Pacific impact area and one to Kamchatka. a. Events of the past 24 hours have done little to clarify the situation. b. We still have no firm fix on the status of moderate and popu- lar President Nyerere. c. A short, recorded speech, attributed to him, was broadcast yesterday over Dar-es-Salaam radio. Ambassador Leonhart thought that it was carefully drawn to avoid offend- ing the leaderless army and that Nyerere's own views were concealed. Cyprus d. Late press reports describe a Nyerere tour of the capital today; this, if it occurred, would mark the president's first public appearance since the disturbances began. e. Yesterday the army mutiny spread to the other battalion of the Tanganyikan army deep in the interior. Armed civilians have ap- sarently joined the Dar-es-Salaam mutineers, and public order is ten- uous. a. The uneasy peace was punc- tured by several incidents of vio- lence yesterday, including a gun battle between Greek Cypriot police and armed Turkish Cypriots. b. Both communities are press- ing ahead with their preparations for a renewal of violence if the London conference collapses. France - Com- munist China d. Pro-Castro agitator Thelma King is scheduled to leave Panama tomorrow for Moscow and Peiping, re- turning by way of Cairo, Algiers and Havana. e. While in Moscow she says she will try to follow up on what she describes as Castro's efforts to get aid for Panama from Khrushchev. f. Panamanian officials, mean- time, continue to take a firm line toward the US. The new Panamanian representative to the OAS, for ex- ample, says he will be "energetic and hard" in pressing Panama's claims. g. Chiari is- now said to be giving thought to postponing the Panamanian elections from May to June. a. French news outlets have been circulating the story that Chou En-lai may visit Paris. We do not discount this possibility. Chou presumably would be available after he finishes his swing through East Africa starting next week. c. The French of course are counting on Taipei's breaking rela- tions with Paris and might use a Chou visit as a goad if the announce- ment (perhaps later in the week) of French recognition does not precipi- tate the break. 6. Ethiopia - Com- a. The first nation to follow munist China the De Gaulle lead may be Ethiopia. b. Ambassador Korry points to Haile Selassie's unprecedented move in receiving a Chinese Communist delegation during a high Ethiopian religious holiday last Monday. c. Korry thinks this could mean that the Emperor has decided to recognize Peiping and to receive Chou En-lai in Addis Ababa. I NOTES A. Maphilindo Tunku Rahman told Attorney General 'Kennedy yesterday that he was agreeable to a Malay- sian-Philippine-Indonesian meeting at any level ex- cept the summit. He suggested a meeting at the ministerial level in Bangkok for a starter. The Malaysians are obviously not happy with Sihanouk's attempt to muscle the Thais out of the picture, which they attribute, quite accurately, to Macapagal. C. Spain-Cuba The Spanish-government has approved the sale to Cuba of a 13,000-ton ship now under construc- tion in Bilbao. D. Latin America The long-delayed Congress to set up a Latin America labor front for Castro and the Com- munists is due to get under way in Brazil on Friday. Aside from setting up the new organization, the Con- gress, which will probably include representatives from several Communist nations, will offer yet another forum for anti-American agitation. Dominican Republic - Cuba High ranking Dominicans have again been floating offers of assistance to anti-Castro Cubans in the US. F. Laos The agreement Monday between Premier Souvanna Phouma and Pathet Lao chieftain Souphannouvong to neutralize the old royal capital of Luang Prabang and move the government there is likely to run into stiff opposition from right-wing leader Phoumi. Phoumi's cooperation is needed to bring the agree- ment to reality, and he wants first to see equivalent concessions from the Communist side. G. Hungary-US There has been some reduction in Hungarian jamming of VOA (and BBC) transmissions, and the for- eign ministry in Budapest has indicated that it will be stopped completely in a short time.
