1. South Vietnam
a. Saigon is quiet but uneasy
following the quick collapse of
yesterday's coup attempt.
b. Coup troops have been
withdrawn from the capital. We
do not yet know the terms of the
bargain struck between Khanh sup-
porters and the Phat-Duc group.
c. Duc indicated at one
point that one of his chief con-
ditions for surrender would be
the retirement from the army of
the four "Dalat generals." Their
return to active duty by Khanh
was apparently one of the coup
group's key grievances.
d. Duc, who impressed those
who saw him yesterday 50X1

asked for assurances that the coup
generals could keep their posts.
e. Yesterday's effort failed
largely because the coup forces,
although they occupied key facili-
ties in Saigon, failed to attract
other military units to their ban-
ner. Generals Minh and Khiem
rallied to Khanh as did the com-
manders of the air force, navy and
airborne and marine units.

2. Indonesia-Malaysia-UK
f. Though the power play
died aborning, it demonstrated
tangibly the feeling of a number
of military leaders that Khanh has
gone too far in conciliating the
Buddhists. It leaves Khanh with
the still formidable task of bal-
ancing these feelings against Bud-
dhist demands.
b. Sukarno now will probably
go ahead with plans to depart later
this week on another of his junkets
about the world.
c. His absence will not pre-
clude further small-scale raids
and airdrops in northern Borneo or
on the Malay Peninsula. Any such
action could trigger a British-
Malaysian response.
d. Embassy London is con-
vinced that a UK cabinet decision
has already been made to retaliate
promptly if the Indonesians hit the
peninsula again with a significant
force. The Foreign Office says we
would be informed in advance.

3. Cyprus
g. In Indonesia, both Sukarno
and Subandrio have promised to do
something to abate the anti-Amer-
icanism rampant there.
a. The situation in the
Turkish community at Kokkina has
improved as a result of yesterday's
emergency air lift of food and
other supplies.
b. This is only a temporary
solution, however, since UN stocks
will not be able to bear the added
load for long. There is still the
prospect of trouble over how further
supply will be accomplished.

c. Last night the Greek
Cypriots claimed they spotted six
Turkish ships off Kokkina. One
was said to be a submarine since
it "kept disappearing."
d. We have no knowledge of
this, though the Turks last week
threatened to put supplies ashore
directly at this point. We do
know that two Turkish jets flew
over the area yesterday afternoon,
probably in an effort to bolster
the sagging morale of the Turkish
Cypriots there.
e. Continued Greek Cypriot
pressures in this area could lead
to a new clash.
f. Beginning Wednesday,Greek
nationals will be expelled from
Turkey as their resident permits
expire. Some 6,000 will be in-
volved in this phased exodus.

4. Congo
a. Tshombe is back from the
OAU glowing with confidence and
anticipating rapid victories to
consolidate his government politi-
cally and militarily.
b. The military situation
does in fact look better.
c. Government B-26s have been
active in-the Coquilhatville area
and may even have forced the rebels
to abandon Boende to the east.
One small band of mercenaries has
pushed out of Coquilhatville in
this direction.
d. Spirits in Coquilhatville,
itself near panic last week, have
been buoyed by this display of
initiative. They have also been
lifted by the visit of Justin
Bomboko, the leading political
figure of the area who promised
"food and beer" and urged that
rebels be "shot on sight."

that the political opportunists
who make up the rebel political
command are as dissension torn
as ever. We have heard that Gbenye,
the nominal headman in Stanley-
ville, has been set upon by a hos-
tile crowd and injured.

NOTES
A. USSR Cosmos 45, launched.Sunday morning, ap-
pearsto be another military reconnaissance
satellite. These have been launched at a rate
of at least one a month since April to take ad-
vantage of the favorable photographic weather
from spring to fall.
B. Non-Aligned Conference Invitations have gone
out from Cairo to some 56 nations for the second
conference of the heads of nonaligned nations
which is to begin 5 October,
C. USSR-Japan The Soviets have followed up last
week's protest, which charged that the US was
using Japan to support aggression in Vietnam,
with a new note warning Japan that it was open-
ing itself to retaliation by permitting US
nuclear submarines to enter Japanese ports.
D. Japan - Communist China The Japanese Govern-
ment has agreed to exchange newsmen with Com-
munist China. The initial exchanges could take
place later in the month. The agreement is apt
to prove embarrassing to Tokyo since the Chinese
newsmen will doubtless be used for political
agitation.
E. Cambodia-US The Cambodian Government, citing
what it calls a new wave of anti-American feel-
ing, has asked that the presentation of Ambas-
sador Kidder's credentials to Sihanouk be post-
poned indefinitely. The Cambodians have also
suggested that the charg?eave the country and
another charg?e named.
