Monday.
a. A Soviet ship recently de-
livered tanks, armored vehicles,

to Hudaydah. Some of this equipment
may be replacements for destroyed
Egyptian equipment.

dispute
b. Over 5,000 tons of other,
unspecified, cargo has been delivered
by the USSR over the last three weeks.
Most of this is probably for the
Soviet airport construction project
near Sana.
b. The Soviet party is clearly
on the defensive. Its reply to the
tightly-reasoned Chinese letter is
a mixture of emotional appeals to
popular sentiment against nuclear
war, the materialism of the new So-
viet bourgeoisie, and plain Russian
nationalism.
c. The two delegations met
again today.

continued on a.larger scale today and
there were a number of clashes with
the police. The latter indulged in
some unprovoked violence against
the crowds.
b. Ambassador Nolting believes
Buddhist agitation is now predomi-
nantly controlled by radical elements
bent on overthrowing Diem's govern-
ment.

NOTES
C. Malaysia Sukarno told Ambassador Jones yesterday
that he was still undecided about attending the
heads-of-state conference in Manila on 30 July. He
has thrown no more cold water, however, since his
announcement last week that Indonesia would not
recognize Malaysia, and we put the odds in favor of
his attending. Rahman continues to make conciliatory
noises.
