1. USSR-CUBA:
A. THE SOVIETS ARE OBVIOUSLY INA HURRY TO GET THEIR
MISSILES OUT; WE WOULD SUPPOSE THEY HOPE TO GET MOST OF THEM
WELL ON THEIR WAY HOME BEFORE FINAL ARRANGEMENTS FOR INSPEC-
TION ARE MADE.
B. PHOTOGRAPHY SHOWS THAT AT LEAST HALF THE NUMBER
OF MISSILE TRANSPORTERS AND LAUNCHERS PREVIOUSLY SEEN AT
THE MRBM SITES AND ALL SIX KNOWN IRBM LAUNCH RINGS ARE NOW
AT DOCKSIDE AT MARIEL, ISABELA, AND CASILDA (PORT FOR TRINI-
DAD ON THE SOUTH COAST). WE HAVE NOTED NO SPECIAL SECURITY
PRECAUTIONS WHICH ONE WOULD EXPECT IF NUCLEAR WARHEADS OR
NOSECONES WERE AMONG THE EQUIPMENT READY FOR LOADING.
C. OUR PHOTOGRAPHY SHOWS TWELVE MISSILE TRANSPORTERS
AT CASILDA. THIS WAS NOT IDENTIFIED AS A PORT OF ENTRY AND
IS NOT A LOGICAL PLACE FOR THE DEPARTURE OF EQUIPMENT
FROM THE KNOWN SITES,
D. THIS COULD, HOWEVER, BE EQUIPMENT FROM SAGUA LA
GRANDE (ACCOUNTING FOR REPORTS OF MOVEMENT "TOWARD THE MOUN-
TAINS"). IT COULD ALSO CONCEIVABLY BE FROM A NEW SITE NOT
FAR ENOUGH ALONG TO BE DETECTED FROM PHOTOGRAPHY,
E. PRELIMINARY ANALYSIS OF YESTERDAY'S PHOTOGRAPHY
SHOWS NINE OF THE ELEVEN MRBM MISSILE TRANSPORTERS AT MARIEL
PORT HAVE NOW BEEN LOADED ABOARD SOVIET SHIPS, AND ONE SHIP
IS APPARENTLY LEAVING PORT.

F. KUZNETSOV TOLD AMBASSADOR STEVENSON LAST NIGHT THAT
THE SCHEDULE ENVISAGED THE DEPARTURE OF ONE VESSEL YESTERDAY
AND EIGHT TODAY.
G. EVIDENTLY THE SOVIETS WILL NOT WAIT FOR SHIPS WITH
OUTSIZED HATCHES (NONE ARE IN CUBAN WATERS), BUT WILL TRANS-
PORT THEM ABOVE DECK. NONETHELESS, AT LEAST TWO OF THE SOVIET
"CARGO-HATCH" VESSELS ARE NOW EN ROUTE BACK TO CUBA.
H. ALL SOVIET SHIPS BOUND FOR CUBA, KUZNETSOV SAID,
WOULD USE THE NORTHERN ROUTE "ALTHOUGH THE SOUTHERN ROUTE
MIGHT BE USED AFTER NEXT MONDAY." PRESUMABLY THIS IS A REF-
ERENCE TO CASILDA.
I. THE USSR, KUZNETSOV SAID, WILL NOT WITHDRAW THE IL-
28'S. READING CAREFULLY FROM A PREPARED TEXT HE SAID THIS
IS A NEW AND EXTRANEOUS ISSUE, NOT COVERED BY THE AGREEMENTS,
WHICH WE ARE RAISING TO "OBSTRUCT NEGOTIATIONS."

AN ADVANCE RELEASE OF HIS TEXT SHOWS HE WILL PRESS THE
LINE THAT SOVIET ACTION IN THE CUBAN CRISIS PRESERVED PEACE,
HE SAYS THAT THE PRESIDENT'S "SOLEMN DECLARATION" THAT THERE
WOULD BE NO INVASION OF CUBA MADE IT POSSIBLE TO WITHDRAW
:THE MISSILES SINCE THE PRESENCE OF THESE WEAPONS HAD NOW "LOST

A. EAST GERMAN PARTY PROPAGANDA DIRECTIVES AND PUB-
LISHED COMMENTARY HAVE ALL BUT DROPPED THE PEACE TREATY IS-
SUE SINCE EARLY OCTOBER WHEN A PARTY CENTRAL COMMITTEE
PLENUM WAS HELD.
B. SINCE THAT TIME, FOR EXAMPLE, THE PARTY SHEET
NEUES DEUTSCHLAND HAS BEEN UNUSUALLY FREE OF ITS TYPICAL
THREATENING ARTICLES ABOUT A SEPARATE PEACE TREATY. WE HAVE
ALSO NOTED A GROWING FEELING AMONG MIDDLE-LEVEL FUNCTIONARIES
THAT THE CUBAN CRISIS WOULD POSTPONE ACTION ON THE BERLIN IS-
SUE.
C. ULBRICHT, WHO HAS BEEN IN MOSCOW THESE PAST SEVERAL
DAYS, HAS ALMOST CERTAINLY DISCUSSED THE MATTER WITH KHRU-
SHCHEV;AND SOME NEW STATEMENT MAY BE FORTHCOMING SHORTLY,
D. KOSYGIN'S SPEECH MAKES NO MENTION OF A SEPARATE
PEACE TREATY WITH EAST GERMANY. HE PAYS ONLY LIP SERVICE
TO THE GERMAN PROBLEM, WHICH HE PASSED OFF WITH THE STANDARD
REMARK THAT ITS SOLUTION IS THE KEY TO A STABLE PEACE IN EU-
ROPE.

B. MEMBERS OF THE PRO-COMMUNIST FACTION IN THE INDIAN
COMMUNIST PARTY LEADERSHIP HAVE RESIGNED FROM THE PARTY'S TOP

POLICY-MAKING BODY BECAUSE OF THE PARTY'S STRONG CONDEMNATION
OF CHINA'S ACTION.
C. AYUB'S STATEMENT YESTERDAY THAT HE WOULD WELCOME

THIS AS A CONDITION FOR PAKISTAN'S COOPERATION.
D. ALL IN ALL, HIS STATEMENT WAS SOMETHING LESS THAN

E. MOSCOW YESTERDAY BACKED AWAY FROM ITS EARLIER SUP-
PORT FOR CHINA IN THE DISPUTE. A PRAVDA ARTICLE URGES BOTH
SIDES TO NEGOTIATE THE MATTER WITHOUT SETTING PRECONDITIONS,
AND FAILS THIS TIME TO ENDORSE CHINA'S PROPOSAL FOR TALKS AS
IT HAD DONE EARLIER.
6, BULGARIA:
A. PARTY BOSS ZHIVKOV OPENED HIS PARTY CONGRESS YES-
TERDAY BY ANNOUNCING THAT PREMIER YUGOV AND FORMER INTERIOR
MINISTER TSANKOV (BOTH POLITBURO MEMBERS) HAVE BEEN BOUNCED
FROM BOTH THEIR PARTY AND THEIR GOVERNMENT JOBS.
B. BOTH WERE ACTIVE IN STALINIST PURGE TRIALS IN 1949;
YUGOV, HAVING THEN BEEN INTERIOR MINISTER. OTHER TOP INTERIOR
'MINISTRY OFFICIALS, SIMILARLY TAINTED, HAVE ALSO BEEN DROPPED.
C.
ZHIVKOV HAS BEEN WANTING
TO GET RID OF YUGOV FOR SOME TIME BUT KEPT GETTING PUT OFF
BY MOSCOW. THIS WAS PROBABLY BECAUSE YUGOV ISA FORCEFUL AND
EFFECTIVE ADMINISTRATOR--WHICH ZHIVKOV IS NOT.
D. ZHIVKOV WILL PROBABLY ASSUME THE PREMIERSHIP.
7, NOTE:
CANADA: THE CANADIAN GOVERNMENT HAS DECIDED THAT
UNTIL THE SINO-INDIAN BORDER DISPUTE IS SETTLED CANADA WILL
ALLOW NO EXPORTS TO CHINA EXCEPT WHEAT.
