1, Cyprus: The Security Council was scheduled
to vote Tuesday on the resolution proposed by the
nonpermanent members.
One problem developing is that U Thant wants
Indian General Gyani, currently his observer in
Cyprus, to head the projected UN Cyprus force.
Another is that the press reports De Gaulle
will not supportAhe resolution .but will offer a
proposal of his own.
In Greece, Papandreou has moved to strengthen
his influence with the Greek Cypriots through talks
in Athens with their acting foreign minister and
interior-minister. Papandreou has to contend with
Greek popular support of Makarios' stand. He also
wants to be in a position to counter Soviet influ-
ence with the Greek Cypriots.
The island itself remains relatively quiet
pending the outcome of the council vote.
2. Saudi Arabia - UAR: A UAR delegation headed
by Field Marshal Amer arrived in Riyadh on Sunday
for talks with the Saudis.

The talks may
lead to resumption of Saudi-Egyptian relations,
broken when Egyptians bombed Saudi territory early
in the Yemeni war,
Prince Faysal, meanwhile, has agreed to extend
the UN observer mission in Yemen for another two
months.
3, Lebanon: Ambassador. Meyer feels the pro-
Western Lebanese are beginning to feel the cold
winds naw blowing against the US in the Middle East,
The current anti-American driAie,prominent in Egyptian
and Syrian propaganda, started as the result of Arab
sensitivity over recent American official statements
which the Arabs interpret as reflecting a pro-Israeli
attitude.
Lebanese Foreign Minister Takla has told Meyer
that it will be some time before Lebanon cuts back
its ship traffic to Cuba.
Last month Takla asked for postponement of a
visit of US Sixth Fleet units to Beirut scheduled
for mid-March,
4, Rumania - Sino-Soviet dispute: The Rumanian
party delegation was greeted with great fanfare upon
arrival in Peiping on 2 March.

We expect the Chinese will try to play the visit
as a break in East European support for Moscow.
Gabon: Demonstrators have taken to the streets
again-177emand Mba's resignation and removal of the
French troops which put him back in office two weeks
ago. There have been attacks, on French personnel,
violence and looting.
The French; who contend they would not support
a leader in their former territories who did not
command wide popular backing, now have a difficult
choice to make.
6, Nigeria: The federation is in turmoil over
results of a census which shows Moslems in the north
number more than half the nation's population.
Elections to Parliament; due by the end of this
year, are to be based on these figures. Politicians
in the Eastern and Western regions have rejected
the census results and are threatening secession.
Although efforts will be made to reach a polit-
ical compromise, northerners are likely to reject any
settlement which would reduce their absolute majority
in Parliament.

7, Ethiopia Somalia:
The Somalis are already making much of our
alleged support of Ethiopia and Embassy Mogadiscio
is worried that the arrival of US mobile training
teams in Addis Ababa before the 30 March Somali?
elections will hand victory to local extremists.
8. South Vietnam: Coup rumors continue to cir-
culate, an unhealthy sign in itself./
9. Maphilindo talks: The three-power Maphilindo
foreign ministers meeting was scheduled to recon-
vene in Bangkok Tuesday,
10. Dominican Republic: The government is in
some confusion over the possibility that former
President Balaguer is about to return from exile.
He commands considerable support in the armed
forces. If present civilian and military leaders
cannot form a united front against him, another
period of instability and violence is in prospect.

11. Honduras:
Defense Minister Escobar, who has been scheming
to displace Lopez for some time, might
take over.
Lopez, a sick man physically and politically,
may be thinking of using this as an excuse to get
away and avoid being ousted by force.
