1. Cyprus
a. Straightening out the
terms of reference for the UN
force is still the big problem.
b. Makarios views the force
as assisting the Greek Cypriot
police in enforcing law and order.
c. On the other hand, Turkish
Cypriots and the government in
Ankara see it as preventing action
against the Turkish Cypriot com-
munity whether the Greek Cypriot
Government has authorized it or
not.
d. The search for a mediator
acceptable to all hands still goes
on. One possibility is that a
Swiss might fill the bill.
e. The Turks have given
notice (6 months is required) of
their intent to abrogate the 1930
Greco-Turkish Treaty. This regu-
lates the status of nationals of
each country residing in the other.
f. The treaty applies almost
exclusively to the estimated 20,000
Greek citizens in Istanbul. They
might be forced to emigrate to
Greece if the treaty lapses next
September.

Multilateral arrangements are
impossible now because
of "differences" among council

d. Moscow may have changed
its mind about Galati in order to
prevent Western interests, who
hope to play a major role in the
project, from making too much
political capital with the Rumanians.
b. Recent
photography shows that at the Ofelia
Military Camp, 20 miles northwest
of Guantanamo, about 25 tanks, 20
cargo trucks,and 10 field artillery
pieces have been added.

been seen at the El Cristo base,
35 miles west of Guantanamo.
5. Egypt- a. Husayn has completed his
Jordan four-day visit to Cairo but nothing
such has been said about it. No
communiqu?as issued and the
Egyptian press did not comment on
his talks with Nasir.

D. Brazil Goulart's demagogic speech last Friday
plus his reported request to congress on Sunday to
approve a plebiscite on basic reforms will, if any-
thing, widen the gulf that now separates him from
the legislature. There has long been serious dis-
agreement over, basic reforms between Goulart and
congress, despite the government coalition's paper
majority in the Chamber of Deputies.

. USSR-Zanzibar The Soviet ship Faizabad, which
declared for Iraq when it left the Black Sea, arrived
in Zanzibar yesterday. We suspect it may have carried
a small quantity of military equipment.
F. South Africa Embassy Cape Town reports growing
speculation there in the past week that the govern-
?ment may be preparing South Africans for their country's
withdrawal from the UN.
G. South Vietnam

to determine whether Khanh should continue
as prime minister. This looks like an effort to
discourage coup plotting. It could create a more
democratic facade at little risk to Khanh, since most
of the council officers owe their positions to him.
Court-
H. Panama Two Panamanian radio stations yesterday
resumed their efforts to arouse public feeling on the
canal issue. One station accused Chiari of bowing
to US wishes, the other implied that there is growing
? uneasiness among student groups.
