Communist China 3. Indonesia In a speech on 5 April, Sukarno announced that Indonesia is "now enter- ing the period of building Socialism." The US Embassy comments that this speech probably foreshadows the early promul- gation of important changes in economic policy, including greater restrictions of private enterprise and increased so- cial controls. Defense Minister General Nasution, a staunch anti-Communist who is no longer in favor with Sukarno, has advised Ambas- sador Bunker not to expect any improve- ment in US-Indonesian relations. He ad- vised withdrawal of US "targets"--person- nel and programs--from Indonesia. Communist Bloc Pakistan The West Germans have announced that the upper house of the Bonn parliament-- the Bundesrat--will not hold its 30 April session in West Berlin, There is some sentiment for holding such a session later on, but it seems doubtful that this will actually come to pass. The USSR appears to be winding up its 1965 grain purchasing program after buying 3.3 million tons at a cost of about $200 million. This compares with the nearly 12 million tons the Soviets bought following the bad 1963 harvest. Peiping has ordered almost four million tons to date, but is expected to remain active in the market and match last year's record total of 6.5 million tons. President Ayub, who is currently on an official visit to Moscow, says the Soviets are "attacking" him about his friendship with the US.
