Dominican Republic
Yesterday's events led to an agreement
in principle between Balaguer and the
opposition to form a coalition, hold
elections in January, and inaugurate
a new President in February. This
compromise was achieved when Balaguer
met the effective general strike with
a threat to turn his office over to
the military. The split between the
armed forces and the opposition has
been widened by yesterday's actions,
however, and chances fora stable
solution have been damaged. General
Rodriguez, the new commander of the
armed forces, has been described by
members of the OAS subcommittee as
"another Trujillo in the making,"
while the more moderate opposition
leaders may be losing control to
extremist elements.

Xieng Khouang group suddenly broke
off talks and left Vientiane,
apparently against the wishes of
the Soviet Ambassador. Subsequently
Souvanna and Souphannouvong again
proposed to Boun Oum a meeting
at thp ePARP- ire line.

The union leaders have charged
Toure with failure to improve living
conditions, corruption and inefficiency.
They seem, however, to be motivated
by personal grievances against Toure
rather than by differences in political
orientation. Toure is trying to
restore his prestige by dramatic anti-
Western measures. He has nationalized
one foreign-owned bauxite firm (Guinea
may have half the free world's bauxite
deposits) and'is dickering with the
USSR for construction of a large hydro-

A. The USSR has made only the briefest mention of the President's
interview with Adzhubei in any medium except Izvestia.
B. There were two successful Soviet ICBM shots to Kamchatka

Embassy Paris has been told by the French Foreign office that
the De Gaulle-Macmillan talks "did not go well" and that De
Gaulle stood firm against immediate negotiations with the
USSR. He indicated, however, that he might change his
position if Adenauer urged him.
D. General Clay sees in Socialist newspaper comment on the train
incident last week a danger that the Socialists may open a
major attack on Adenauer for his close relations with the US.
E. The 1962 trade agreement between Finland and the USSR, signed
two hours after release of the Kekkonen-Khrushchev communiqu?
provides for a 25 percent increase in trade. It is likely to
reverse the trend of the last few years toward decreasing
Finnish economic dependency on the USSR.
G. Sukarno was non-committal when asked by Ambassador Jones about
the Pope case. Jones believes that US support for a formula
that mould "settle" the West New Guinea problem would help
Pope considerably.
